Lail, City Engineer /Public Works Director October 24, 2006 (CC Meeting of 11- 01 -06) SUBJECT: Consider Resolution Rescinding Resolution Nos. 93 -977 and 96 -1254 Pertaining to Truck Routes and Adopting a New Resolution Pertaining to Truck Routes DISCUSSION A. Background The existing Resolutions, (93 -977 and 96 -1254) in relation to Truck Routes within the City include the wording and location of Truck Route signs and signs prohibiting truck traffic. B. New Truck Route Signs Required With the extension of Spring Road north to Walnut Canyon Road (State Route 23), and Championship Drive from Walnut Canyon Road to Grimes Canyon Road, it will be necessary to add new signs at approaches to those intersections advising the driving public of the Truck Routes and the truck prohibition. These new signs are not specified within the text of existing Resolutions. C. Simplified Administration The applicable segments of the California Vehicle Code and the Moorpark Municipal Code do not require language pertaining to the exact location and wording of directional and prohibition signs pertaining to Truck Routes. New Signs Pardee Development and Toll Brothers, have been advised to install Truck Route and /or truck prohibition signs at both entry points on Spring Road and Championship Drive, including obtaining encroachment permits from Caltrans as may be needed. RECOMMENDATION Adopt Resolution No. 2006 - pertaining to Truck Routes. Attachment: 1 - Resolution city dwelpub —Wever)wWetaH reportdNOVRruck Rouie_0611 Attachment 1 RESOLUTION NO. 2006 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, ADOPTING A NEW RESOLUTION PERTAINING TO TRUCK ROUTES AND RESCINDING RESOLUTION NOS. 93 -977 AND 96 -1254 PERTAINING TO TRUCK ROUTES WITHIN THE CITY WHEREAS, Section 21101 of the California Vehicle Code (CVC) provides for the adoption of rules and regulations prohibiting the use of particular highways by certain vehicles; and, WHEREAS, pursuant to said authority Sections 10.04.280 and 10.04.290 of the Moorpark Municipal Code provide for the establishment of Truck Routes on certain streets and the prohibition of vehicles exceeding three (3) tons on any street not designated a Truck Route; and WHEREAS, pursuant to that authority Resolution 93 -977 was adopted rescinding prior actions regarding Truck Routes and establishing revised Truck Routes throughout the City; and WHEREAS, subsequently Resolution No. 96 -1254 was adopted amending Resolution No. 93 -977 with regard to specific Truck Route signs; and WHEREAS, it has again become necessary to revise and /or add certain Truck Route signs; and WHEREAS, Section 10.04.280 of the Municipal Code grants authority for the placement of Truck Route Signs to the City Engineer and there is, therefore, no need to specify the exact wording and location of such signs; and WHEREAS, the City Council has determined that, in order to simplify the administration of such matters, it is necessary and appropriate to rescind the existing Resolutions applicable to Truck Routes and adopt a new Resolution directing the City Engineer to place and maintain all signs necessary to enforce Truck Route traffic restrictions. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The Truck Routes identified on Exhibit W, attached hereto and made a part hereof, are hereby approved and adopted. SECTION 3. Any vehicle with a gross vehicle weight exceeding the weight limit specified in Section 10.04.290 of the Moorpark Municipal Code, shall be subject to the restrictions and requirements set forth in said Section. SECTION 4. The City Engineer shall provide for the installation and maintenance of all appropriate signs and markings necessary to advise the public of these traffic restrictions. SECTION 5. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
