HomeMy WebLinkAboutAGENDA REPORT 2006 1115 CC REG ITEM 10ETO: FROM: DATE: MOORPARK CITY COUNCIL AGENDA REPORT The Honorable City Council ITF 10 - E • Jennifer Mellon, Senior Management Analyst November 1, 2006 (Meeting of November 15, 2006) SUBJECT: Consider the Purchase of an Automation System for the Moorpark City Library DISCUSSION In June 2006 Council elected to withdraw form the Ventura County Library Agency and thereafter established the Moorpark City Library to begin operations in January 2007. Staff has undergone a bid process for a library automation system that must be implemented prior to opening day. All fully functional proprietary automation systems being considered are databases which house both patron records and library holdings as well as provide a circulation system and an on -line catalog. The request for proposal was inclusive of the acquisition, delivery, installation, implementation, training and maintenance of the library automation system solution. With the City having less than two months to complete the implementation all vendors' bids also included the costs to house the system using their hardware and the hardware maintenance costs. An option, at a future date and if fiscally beneficial, is to purchase hardware and maintain the system in -house using City Information Systems staff. Four proposals were received: SirsiDynix Horizon System; TLC Library Solution System; VTLS Virtua ILS System; and the Auto - Graphics Basic System. Based on rankings using a pre- determined matrix of functionality, compatibility, and references the field was narrowed to the Horizon System and the Library Solution System. Both systems offer functionality, compatibility, and references that would be a fit for Moorpark and implementation costs are as follows: SirsiDynix Horizon System $34,705 (12 month warranty), TLC Library Solution System $49,115 (12 month warranty). Other considerations taken into account were the seamless transition that would occur with data transfer and for the public if the Horizon System is selected. The Horizon System is currently used by the County and has proven system compatibility with other library systems and products. STAFF RECOMMENDATION (Roll Call Vote) Authorize the Purchase of the SirsiDynix Horizon System as the automation system for the Moorpark City Library and approve the license agreement. t_r4' pfc,, (�
