Traffenstedt, Administrative Services Director Jam, ST December 13, 2006 (CC Regular Meeting of 12/20/06) SUBJECT: Consider Resolution Amending the Salary Plan for Competitive Service, Non - Competitive Service, and Hourly Employees and Rescinding Resolution No. 2006 -2499, and Authorize Promotion of Information Systems Technician to Information Systems Analyst BACKGROUND Attached to this report is a draft resolution amending the Salary Plan. Proposed revisions to salary positions and ranges are shown through the use of legislative format and are discussed below. DISCUSSION The addition of the three engineering positions (Senior Civil Engineer, Associate Civil Engineer, and Assistant Engineer) will provide flexibility for future engineering staff recruitment. Classification Plan amendments are tentatively scheduled for the January 17, 2007, regular City Council meeting that would complete the organization of the engineering related classifications. The creation of the Information Systems Analyst classification as a Management position at Range 62 is intended to allow more flexibility in delegation of responsibility to current Information Systems staff. The increasing Information Systems workload includes the incorporation of the contract Building and Safety and Engineering staff into the City's local area network, addition of planning and maintenance responsibilities for the new Police Station telephone system and Emergency Operations Center computers, new City Hall information systems and telephone planning responsibilities, Active Adult Center computer lab maintenance responsibilities, reorganization implementation planned for the City Hall computer server room, and increased need for supervision authority over contract staff, including City Hall Library contract information systems staffing. The current Information Systems Technician has the education, training, and experience to perform at the higher level, and is proposed to be promoted. The creation of this position as a Management position will allow greater flexibility for a position that frequently requires a flexible schedule to respond to maintenance and repair needs for the City's computer and telephone networks. No budget amendment is needed to fund the promotion for the current fiscal Honorable City Council December 20, 2006, Regular Meeting Page 2 year due to projected savings within the Division. Overtime costs will be reduced over time. Some savings in consultant time may also be achieved. The Information Systems Supervisor position is proposed to be renamed Senior Information Systems Analyst and the salary range is proposed to be adjusted from Range 62 to Range 67 to reflect the analytical and supervisory responsibilities of that position as similar to the Senior Management Analyst. The Information Systems Technician position is proposed to be renamed Information Systems Technician II and an Information Systems Technician I position is proposed to be created at Range 46. Classification Plan amendments are tentatively scheduled for the January 17, 2007, regular City Council meeting that would complete the reorganization of the Information Systems classifications. The revision to the title of Community Services Manager to Recreation /Community Services Manager was determined to be needed to achieve an effective recruitment and attract candidates with a strong recreation background. The proposed revision to the title for both the Landscape Assessment District Superintendent and Parks and Facilities Superintendent to Landscape /Parks Maintenance Superintendent, to create one job description versus two, is intended to be similar to the use of the Senior Management Analyst position (i.e., more than one employee would have the same job description). A slight adjustment of the Administrative Specialist salary range from 51 to 53 is proposed. This action reflects the higher -level education requirement of the position. Two changes to hourly positions are proposed. The first change is to create a new hourly position of Box Office Casher for the High Street Arts Center. The second change is to revise the salary range for the hourly position of Program Director from 34 to 32, because the Recreation Leader IV position has assumed some of the camp - related supervisory duties. Proposed revisions to salary position titles and ranges are shown in the attached draft Salary Plan resolution; the Salary Schedules attached to the resolution as Exhibit A have not been revised. STAFF RECOMMENDATION 1. Adopt Resolution No. 2006- ; and 2. Approve promotion of Information Systems Technician to Information Systems Analyst effective with the pay period beginning January 6, 2007. Attachment: Draft Salary Plan Resolution including Salary Schedules n -4 ;L _41' , F RESOLUTION NO. 2006- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE SALARY PLAN FOR COMPETITIVE SERVICE, NON - COMPETITIVE SERVICE AND HOURLY EMPLOYEES, AND RESCINDING RESOLUTION NO. 2006 -2499 WHEREAS, the City Council at its meeting on July 19, 2006, adopted a Salary Plan to implement a 4.4 percent (4.4 %) cost -of- living adjustment (as calculated by the City's Pentamation Accounting Software); to revise salary ranges for several Non - Competitive Service positions (City Manager, Assistant City Manager, all Department Head positions, and Planning Manager and Redevelopment Manager); to revise the Planning Technician title to Community Development Technician; and to implement the Parks, Recreation, and Community Services Department Organizational Study adopted by the City Council at its June 21, 2006 regular meeting; and WHEREAS, other changes to the Salary Plan have been determined to be required to incorporate the following revisions: Add a salary range for Senior Civil Engineer at Range 77 (Non- Competitive Service), Associate Civil Engineer at Range 72 (Non - Competitive Service), Assistant Engineer at Range 62 (Non- Competitive Service), Information Systems Analyst at Range 62 (Non- Competitive Service), Information Systems Technician I at Range 46 (Competitive Service), and Box Office Cashier at Range 14 (Hourly); revise the title for Community Services Manager to Recreation /Community Services Manager, and revise the title for both Landscape Assessment District Superintendent and Parks and Facilities Superintendent to Landscape /Parks Maintenance Superintendent; revise the title for Information Systems Supervisor to Senior Information Systems Analyst and the salary range from Range 62 to Range 67; revise the salary range for Administrative Specialist from Range 51 to Range 53; revise the title for the Information Systems Technician position at Range 51 to Information Systems Technician II; and revise the hourly position salary range for Program Director from Range 34 to Range 32. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The corresponding salaries for the ranges established in Section 1 of this resolution are attached hereto and incorporated herein as the "Hourly Salary Schedule" Table. The Bi- Weekly Salary for each range may be calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by twenty six (26) pay periods. The Monthly Salary for each range may be calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by twelve (12) months. The Annual Salary for each range may be calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours. The "Bi- Weekly Salary Schedule" and "Monthly Salary Schedule" attached to this resolution are for information purposes, only, since calculations are approximate due to rounding differences. SECTION 3. The Salary Plan is based on ranges of two and one -half percent (2.5 %) and step increases of two and one -half percent (2.5 %) with a total of thirteen (13) steps. SECTION 4. City shall continue to pay a deferred compensation contribution into a City approved deferred compensation program, for enrolled regular full -time and regular part-time employees, and the contribution amount shall be as follows: City Manager - Three percent (3.0 %) of gross base salary, Department Head positions —two and one -half percent (2.5 %) of gross base salary, and all other Management and Competitive Service regular full -time and regular part-time positions — Two percent (2.0 %) of gross base salary. Gross base salary is defined as wages paid as described in the Salary Plan Schedule (reference Section 2, herein) and including longevity pay; and excluding bilingual pay, in- lieu insurance payment, uniform cleaning allowance, leave cash -out, overtime pay, car and cellular telephone allowances, and deferred compensation payment. SECTION 5. Bilingual pay compensation for Spanish language bilingual skills shall be paid to qualified regular full -time and part-time employees, consistent with the qualification requirements approved in a Memorandum of Agreement between the City of * ** An employee in a designated hourly position may be hired as regular part-time, consistent with the definition in the City's Personnel Rules. Resolution No. 2006 - Page 5 Moorpark and the Service Employees International Union AFL -CIO, CLC, Local 998, and to qualified non - competitive service employees consistent with a City Council adopted management benefits resolution. Qualification for bilingual pay shall be determined by the City Manager at his or her sole discretion. The current rates per an approved MOA and management benefits resolution are: forty cents ($.40) per hour for verbal bilingual pay, for all hours actually worked, and including annual leave, vacation leave, City holidays, and sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per week; and fifty cents ($.50) per hour for combined verbal /written bilingual pay, for all hours actually worked, and including annual leave, vacation leave, City holidays, and sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per week. SECTION 6. Longevity pay compensation shall be paid to qualified regular full - time and part-time employees, consistent with the qualification requirements approved in a Memorandum of Agreement between the City of Moorpark and the Service Employees International Union AFL -CIO, CLC, Local 998 as follows: 121 to 180 Months of service — one - percent (1 %), 181 to 240 Months of service — one and one -half percent (1.5 %), 241 to 300 Months of service — two percent (2.0 %) 301 or more Months of service — two and one -half percent (2.5 %); and Longevity pay compensation shall be paid to qualified Non - Competitive Service employees consistent with the qualification requirements approved in a City Council adopted management benefits resolution as follows: Department Heads and City Manager 61 to 120 Months of service — one percent (1.0 %) 121 to 180 Months of service — one and one -half percent (1.5 %) 241 to 300 Months of service — two and one -half percent (2.5 %) 301 or more Months of service — three percent (3.0 %) Management Employees 121 to 180 Months of service — one percent (1.0 %) 181 to 240 Months of service — one and one -half percent (1.5 %) 241 to 300 Months of service — two percent (2.0 %) 301 or more Months of service — two and one -half percent (2.5 %). SECTION 7. Implementation of salary adjustments for positions noted in Section 1, herein, shall be limited by the performance review system. Employees shall be evaluated prior to their anniversary date, and salary adjustments shall be effective as of the first day of the pay period in which the anniversary date occurs. SECTION 8. The implementation of this Salary Plan shall be effective beginning with the paycheck dated January 12, 2007. Resolution No. 2006 - Page 6 SECTION 9. Resolution No. 2006 -2499 is hereby rescinded in its entirety. SECTION 10. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
