SUBJECT: Consider Resolution No. _ Establishing NO STOPPING
ANYTIME Zones on Both Sides of Los Angeles Avenue and
Princeton Avenue From Spring Road to Campus Park Drive
DISCUSSION
A. Restriping of Los Angeles Avenue East of Spring Road
At the request of the City, Caltrans is undertaking the
restriping of Los Angeles Avenue east of Spring Road. The
restriping will improve traffic flow, vehicle storage and
turning movements in the area, including ingress and egress
turning movements from private properties.
In order to accommodate the proposed new street striping
design, Caltrans has requested that the City expand the NO
STOPPING ANYTIME zones in this area to include all of that
portion of Los Angeles Avenue east of Spring Road which is
fully improved with curb and gutter. In that the existing NO
STOPPING signs in the area are not supported by a City
Resolution, the attached resolution is offered to establish
the requested parking restriction in this area, as well as
additional area to the east.
B. Los Angeles Avenue at Condor Drive
As a part of the freeway construction project, Caltrans
restriped that portion of Los Angeles Avenue south of the
freeway, near Condor Drive. A portion of the street which had
previously accommodated four lanes of traffic was marked for
only two lanes of traffic. This restriping included the
placement of painted islands between the travel lane and the
curb.
Recently, individuals have started parking vehicles on Los
Angeles Avenue in these painted islands. In the opinion of
staff the parking of vehicles on these areas is incompatible
with the nature of the roadway (the City Council has routinely

prohibited parking on collector streets and major roadways
throughout the City), and the volume, speed and movement of
traffic in the area. It is recommended that the area be
posted for NO STOPPING ANYTIME.
C. Implementation Plan
The attached resolution establishes parking restrictions on
Los Angeles Avenue and Princeton Avenue from Spring Road all
the way to Campus Park Drive. It is proposed that this
resolution be made effective in phases illustrated on Exhibit
1 and described as follows:

It is proposed that the implementation of the resolution be made
effective by marking and /or posting of signs. Phase One of the
implementation includes the "problem" areas discussed above and all
of Princeton Avenue. This phase would be implemented immediately.

Phase Two will extend the applicability of the resolution northerly
through the freeway construction zone and would be implemented when
that construction is completed. Phase Three includes the remaining
portion of Los Angeles Avenue, which is not yet fully improved, and
would be implemented as needed.

Staff recommends that the City Council adopt the attached
resolution establishing NO STOPPING ANYTIME zones on both sides of
Los Angeles Avenue and Princeton Avenue between Spring Road and
Campus Park Drive.
