MOORPAW, CAUFORNIA City Council Meeting of 3 -1:2 1993 ACTION: AGENDA REPORT CITY OF MOORPARK By The Honorable City Council Christine Adams, Director of Community Services March 9, 1993 (Meeting of March 17, 1993) SUBJECT: Consider Recommendations from Parks and Recreation Commission for Implementation of a Fee -Based Summer Day Camp Program at Peach Hill Park. Please find the 1993 Summer Day Camp Proposal, prepared by Recreation Supervisor Shelly Shellabarger, attached. The proposed day camp will be an outdoor camp running from June 21 - September 3, and will be held at Peach Hill Park due to desirable storage, shelter, and other amenities. Camp will be open to grades K - 6 and Junior Counselors (ages 11- 14). Camp hours will be 10:00 am to 4:00 pm, with Extended care from 6:30 am - 10:00 am and 4:00 pm - 6:00 pm, at an additional cost. The fee is $70 per week for the first child, $60 for the second and subsequent child within the same family. Camp with extended care would be $90 per week for the first child, and $80 for second and subsequent children within the same family. Junior Counselors are half price (excluding trip fees). These fees are in line with what is being charged in other local cities and districts. T- Shirts will be mandatory for trips and will be an additional $6.00 per child. Excursions are also an additional charge and may be an optional item. Staff will consist of one (1) camp director, four (4) recreation leaders and Counselor assistants (up to four (4) as available). The estimated expenditure for direct costs for the 11 weeks is $13,793.00 with an estimated revenue (dependent upon registration) of $34,000 to $44,000. -4-, Staff will need to determine the minimum number of participants required to have program be self- sustaining. Lower enrollment would mean hiring less staff and curbing supply costs. The Parks and Recreation Commission reviewed this program proposal at the March 8, 1993 Parks and Recreation Commission and recommended that the City Council direct staff to move forward in the planning and implementation of this program. It is critical that, if approved, program implementation begin immediately in order for staff to begin the necessary publicity and hiring of part time staff for this program. Staff pursued the option of offering half day or three hour programs, but rejected the concept due to the anticipated high cost associated with a program that operated on a limited schedule. Communities such as Agoura Hills has offered half day camp programs in the past, and were successful only because there was already a large number of full day care /camp programs operating in the area. Based on the research done by staff, there is a need in Moorpark for another full day camp program and this assessment supports the staff recommendation. Approve Parks and Recreation Commission recommendation for the Community Services Department to design and implement a summer day camp program at Peach Hill Park on a self sustaining basis. These figures are also based on a 50 cap for enrollment. Additional children could be taken if additional staff is hired. Junior Counselors (aged 11 -14) are half price (excluding any trip fees). However, they are interviewed and must meet Junior Counselor Criteria to continue in the program. Junior Counselors assist Counselors and perform other duties as assigned. Safety requires a 12:1 ratio. Counselor Assistants from El Concilto may also be available. It is suggested that we begin advertising for Camp Director and Recreation Leaders immediately, including advertising at the CPRS Conference Job Board. 2. Supplies -- Crafts, Sports and Special Activity Supplies Est. $1.400 3. T -Shirts are ESSENTIAL in tracking campers especially in an outdoor environment. Counselors must be able to separate "their children" from the general public. T -Shirts should be mandatory for campers, junior counselors, counselors and camp director. City should pay for staff shirts and campers will be assessed a $6 fee for each T -Shirt they buy. T- Shirts will have camp logo and name and should be a striking color (bright yellow or red). 4. Facility - -No Charge Factors in selecting Peach Hill Park include visibility, restrooms, storage, water, parking and rain day accommodations. 5. Camp Trips - -at least 4 trips should be planned for the summer. Campers will be charged extra for trip days (fee will vary with cost of the trip). Money savings are possible if we combine busses with PS for Kids (please see detail below). If we combine trips with PS For Kids (who have already set their trip schedule), suggested trips would include the following: Thursday, June 24-- Dodger Game vs Houston 10:00 am -5:30 pm Tuesday, June 29 - -NBC Studios Tour 9:00 -3:30 Tuesday, July 6 - -Ice Skating 9:00 -3:30 Thursday, July 8-- Castaic Lake 9:00 -4:30 Tuesday, July 13 - -IMAX 9:30 -4:15 Thursday,August 5 - -LA Zoo 8:15 am -4:30 Tuesday, August 10 - -Sea Center in Santa Barbara 9:00 -4:30 Thursday,August 12 -- Dodger Game vs Colorado 10:00 am -5:30 pm Thursday,August 19-- Malibu Grand Prix 9:30 -3:30 Thursday, September 2-- Raging Waters 8:30 am -7:30 pm Other desirable, though more expensive, trips include Magic Mountain and Disneyland which are also included in the Excursion proposal packet. Combining the excursion and camps programs will also increase savings, though due to obligation to campers, camps will have first priority on busses. 6. Camp Activity- -Each day will run on a selected theme with scheduled activity revolving around that theme. For instance, during Pirate Day one activity may be hunting for Gold, a craft would be making decorative eye patches or arm bands, and a game could be Black Beards Jewels. Days will go as follows: 6:30 -10:00 am Extended Care- -Free Play 10:00 -10:30 am Check In and welcome circle 10:30 -11:30 Team 1 -- Crafts Team 2- -Games 11:30 -12:30 Team 1- -Games Team 2 -- Crafts 12:30 -1:30 pm Lunch & Free Play 1:30 -2:30 Group Theme Activity 2:30 -3:30 Sports Play 3 :30 -4:00 Closing Circle & Awards 4:00 -6:00 Extended Care - -Free Play' NOTES: Free Play constitutes unstructured playground activity and crafts Campers Bring their own lunches and drinks Teams may be subdivided if there is additional enrollment. Extended care will become more structured with additional enrollment (hence additional staffing) 7. Area Programs -4 have researched other area summer programs and found the following: PS For Kids Day Camp: PS for Kids is at capacity with 72 children aged 2 1/2-7th grade. Pam Castro charges $95 per week and is willing to work together with the city on trips and special programs. YMCA Summer Camp: YMCA Summer Camp runs in Thousand Oaks with a bus pick up in Moorpark. The Moorpark Boys & Girls Club: The Boys & Girls Club offers a drop in program from 7 am- 6pm which is included in the $5 annual fee. There is an extra charge for field trips (planned trips include deep sea fishing). The program also includes athletics, photography and a weekly BBQ. This is not a licensed day care and has an open door policy (children may come and go at will). Sunny Skies: Sunny Skies, an on site camp in Agoura offers a full day camp from age 2 and up. Camp fees are $100 per week including extended care. Conejo Park & Recreation District: Conejo has an all day camp program through outdoor section at Wildwood park as well as half day camps at all centers for ages 3 -5 and 6 -12. Fees vary from park to park. Rancho Simi Park & Recreation District: Simi has all day camp programs at selected sites for K -6. Extended care is available for an extra fee. Fees are not determined yet, but last year they were $95 with extended care. City of Agoura Hills: Agoura has a half -day camp program which runs from 9 -1 Monday through Thursday with a Friday field trip. They do not offer a full time day camp because there are several for - profit camps in the area and they select to avoid duplication of services.
