Gilbert, Director of Public March 11, 1993 (CC Meeting: 3- 17 -93) ITEM Go A * Works Zk Consider Authorization to Advertise for Receipt of Bids for the 1993 Slurry Seal Project One of the elements of the pavement maintenance program for the City of Moorpark is the application of slurry seal. Historically, the City has sealed selected streets on a bi- annual basis. The last time a designated list of street received this treatment was in the summer of 1990. The demands posed by other programs and project prevented staff from bringing forward a project in 1992. It is recommended that a project be advertised for a list of streets to include the equivalent of two Slurry Seal Projects. DISCUSSION A. Proposed Scope of Work The streets which have been identified as being in need of slurry seal are listed on Exhibit 'A' and illustrated on the maps attached as Exhibit 'B'. A preliminary estimate of quantities and costs are set forth in Exhibit 'C'. The proposed project will includes the application of Type I Slurry on a number of residential streets and the application of Type II Slurry on a number of collector and arterial streets. The project also calls for the removal and replacement of asphalt in poor condition at certain designated locations and the restriping of the streets after the new surface is applied. In addition, the project also includes the application of slurry seal to the Community Center parking lot, said work to be funded to a source other than the Gas Tax fund. alury93ad L/ Slurry Seal 1993 Advertise Page 2 B. Committee Review The proposed project was discussed at a recent meeting of the Transportation and Streets Committee and staff was directed to proceed with finalizing the project plans and specifications. C. Plans and Specifications The Plans and Specifications for the project will be distributed to the City Council under separate cover on Monday, March 15, 1993. D. Schedule It is anticipated that bids for the subject project will be opened in late April and be presented to the City Council for consideration in May. Asphalt repairs are anticipated to be completed in June, followed by the application of Slurry Seal in July. E. Fiscal Impact 1. Cost Estimate: A preliminary estimate of project costs is as follows: Element Est Cost • Design $500 • Construction $300,000 • Inspection $7,000 Sub -Total $307,500 Contingency $32,500 Total $340,000 2. Funding Source: The project will be funded by the Gas Tax Fund. The FY 1992/93 year end balance for this fund is approximately $2.3 million. It is proposed that an additional appropriation and budget amendment be considered at the time the bids are considered.
