FROM: Steven Rueny, City Manager — By DATE: March 12, 1993 SUBJECT: Consider Approval of Classification Description of Salary Range for Economic Development/ Redevelopment Manager It has been a longstanding objective of the City to establish a staff position to focus on business attraction and retention and related economic development matters. The Council previously appropriated $30,000 of Gann Funds to partially fund the position in 1992/93, or alternatively, to hire someone on a part -time basis to phase in to a full -time position when the Redevelopment Agency funds became available. With the approval of the final settlement agreement resolving litigation against the agency and sharing of the tax increment, the agency now has funding to contribute for this position. This would be an at -will management position; the same as all other management positions. DISCUSSION The classification description for the Economic Development /Redevelopment Manager is attached. The primary role of the position is to coordinate the City's economic development and redevelopment activities. As with the City, it is anticipated that most functions of the agency will be contracted services. It is necessary to have someone available to perform contract administration and day -to -day general administrative tasks including finances and staff support to the Project Area Committee (PAC). The person hired will come on board just as the agency truly becomes active and will benefit from the opportunities presented including the inherent ability to grow with the job. Another related responsibility of the position is to oversee management of the City's real property leases. This will relieve the Deputy City Manager from personally performing this task. -� U � . /LL 9 5 The Honorable City Council Agenda Report ' Page 2 After the position is filled, the agency begins operating and the initial work on economic development matters such as developing data bases and the strategic plan is completed, we will evaluate the possibility of including CDBG administration among the responsibilities. I do, however, want to avoid the trap of giving the position too many and too diverse responsibilities such that economic development matters don't remain the first priority. As the Council is well aware, because of the workloads and demands on the City, we have a tendency to place broad and numerous responsibilities on many of our management staff. The initial tendency is to have this position report directly to the City Manager to demonstrate commitment for economic development and to put it on the same level as the more regulatory land use planning function. As proposed, however, the position would not be a Director level position but mbre of a program manager and would report to the Deputy City Manager. The Deputy City Manager will have the day -to -day responsibility for the agency and will need this professional level assistance as the agency becomes operational. The placement of this position in the organizational structure will not affect the importance of economic development. This position will work closely with the Council, City Manager and business community and will be on the front line on economic development matters. A separate report on adjusting certain responsibilities to enable the Deputy City Manager to take on the responsibilities inherent in the redevelopment activities and related need for secretarial /clerical support and office space will be presented to the City Council on April 7. The proposed salary range is $46,003 to $55,916 per year. This is 15% and 10% more than the Assistant to the City Manager and City Clerk positions, respectively, and 10% less than the salary range for the Director of Community Services and Public Works Director positions. It is about 5% less than the salary range for the Economic Development Director position in Santa Paula which was recently filled. If the position is approved by the City Council on March 17, the recruitment and selection process should allow hiring to occur by early June, 1993. It will also provide for the redevelopment agency and economic development activities STAFF RECOMMENDATION the primary staff person allow the City to focus on on a timely basis. Approve the classification description of the Economic Development /Redevelopment Manager, set a salary range of $46,003 to $55,916 per year and authorize the recruitment and selection of a person to fill the position. Oversee leases and related matters for City /Agency owned property. Develop, maintain and implement City's strategic plan for economic development; duties may include downtown commercial revitalization, housing programs, and rehabilitation. Work with the Chamber of Commerce and other business organizations and businesses on promotion and economic development activities. Serve as primary City Liaison on Economic Development matters. May be responsible for managing the City's CDBG program activities as part of the Urban County Entitlement Grant. Position An at -will management level position reporting to the Deputy City Manager. The initial focus of the position will be to develop and manage the City /Agency Economic Development Program and start -up of the Redevelopment Agency. Assist with development of public / private partnerships and creative approaches to meeting economic development and redevelopment objectives. Qualifications Minimum of 4 years of professional level experience performing redevelopment and economic development or related work. Preferred supervisory and public sector or government agency experience. Equivalent to BA degree from an accredited four year college or university with major in business or public administration, economics or related field. Thorough knowledge and understanding of California Redevelopment law and concepts, economic development strategies and techniques, project management negotiation, leases and development, application of principles of supervision and public relations (interface with business community, developers and general public). Some knowledge' of methods of evaluating small business potential, analyzing local economic and industry trends, business and financial instruments and loan packaging. Ability to use financial analyses technique such as liquidity debt coverage, cash flow and capitalization analysis. Knowledge of state and federal funding sources.
