HomeMy WebLinkAboutAGENDA REPORT 1993 0519 CC REG ITEM 08I a 9 e Ly AGE 7'DA REPORT' C=TY c F• MC3URP°Ag2K TO: The Honorable City Council FROM: Ken Gilbert, Director of Public Works DATE: May 11, 1993 (Meeting of 5-19-93) SUBJECT: Consider Authorization to Advertise for Receipt of Bids for the Construction of Parkway Landscaping at the following locations: 1) North Side of Los Angeles Avenue Between Spring and Millard; 2) North Side of Los Angeles Avenue from a Point East of Shasta to a Point West of Goldman; 3) South side of Poindexter Avenue from a Point East of Sierra Easterly approximately six hundred feet; and, 4) East Side of Spring Road from Peach Hill Road northerly approximately six hundred feet. BACKGROUND The City has retained the services of a landscape architect to prepare designs for the construction of landscaping and irrigation improvements at the subject locations. These projects have been on hold until the completion of the construction of the sidewalk and the property wall on the north side of Los Angeles Avenue west of Spring Road. In that the property wall project is schedule to be completed in the very near future, it is now appropriate to proceed with efforts to secure bids for the installation of the parkway landscaping. The proposed project calls for the construction of irrigation and landscaping at the following locations: • North side of Los Angeles Avenue from Spring Road to Millard Street; • North side of Los Angeles Avenue at Shasta Avenue; • South side of Poindexter Avenue at Sierra Avenue; • East side Spring Road south of Peach Hill Road. Design Under separate cover the plans and specifications were made available to the City Council for review and comment. In addition, a set of plans along with a book showing photographs of many of the trees and shrubs has been placed in the conference room for your reference. A brief description of the design for each area is as follows: • L. A. Ave. @ Millard: a variety of shrubs, wall clinging vines and Creeping St. Johnswort groundcover. Note: In accordance with Caltrans requirements, no trees are proposed. • L. A. Ave. @ Shasta: a variety of trees, shrubs, wall clinging vines and Redapple iceplant groundcover (consistent with groundcover material adjacent to the wall in the parkway to the west) . Note: The inclusion of trees is subject to Caltrans approval. The City has been advised that Caltrans prefers that trees not be planted in parkway areas. It is our intent to include in the design the same type of trees which are planted in the parkways immediately to the west of this project area. • Poindexter Ave 6 Sierra: a variety of trees, shrubs, wall clinging vines and ground cover (Creeping St. Johnswort) . • E/S Spring Rd 6 Peach Hill: a variety of trees, shrubs and groundcover (Hypericum) compatible with the landscaping design for the adjacent slope on the Presbyterian Church property. The project also calls for the use of boulders in the landscape design. The boulders, which are to be supplied by the City, are those which have been stored since their removal from North Meadows Park Tot Lot. B. Caltrans Review Two of the project areas are within Caltrans right-of-way. Upon approval of the design by the City Council, a copy of the plans and specifications for those areas will be forwarded to Caltrans RPT\PRI(WY-AD Parkway Landscaping May 19, 1993 Page 3 for review, along with an application for an Encroachment Permit. C. Fiscal Impact 1. Budget Amendment: The following are tentative figures relating to revised appropriations and a budget amendment required to construct the subject project. It is recommended that this action be deferred until the actual bids are considered. Schedule It is expected that the re-construction of the Sherman Avenue property walls will be completed in May. It is the intent of staff to advertise this project for receipt of bids as soon as the Encroachment Permit is received from Caltrans. It is anticipated that bids will be received and a contract awarded in June or July. RECOMMENDATION Staff recommends that City Council take the following actions: 1. Approve the plans and specifications for the subject project and authorize staff to submit an application to Caltrans for an encroachment permit for those areas within the State right-of- way; 2. Authorize staff to advertise for receipt of bids upon receipt of said permit(s) . RPT\PRI(WY-AD
