Traffenstedt, Assistant City Manager "DgT DATE: August 30, 2017 (CC Meeting of 916/2017) SUBJECT: Consider Appointment of a City Council Ad Hoc Committee to Review Recruitment Services Company Proposals for a City Manager Recruitment, and Schedule a Special Meeting for September 27 for Approval of an Agreement and Budget Allocation for Recruitment Services BACKGROUND AND DISCUSSION As the City Council is aware, our City Manager for the past 33 years, Steven Kueny, plans to retire in 2018, and he has given written notice that his last day of work will be March 2, 2018. Staff is recommending retaining a professional recruitment services company to help solicit and screen applicants for the City Manager recruitment. We are fortunate that with the notice Mr. Kueny has provided, we will be able to recruit, interview, and select a suitable candidate, and have sufficient time for the selected candidate to give notice and potentially relocate prior to starting employment. Proposals have already been requested from qualified recruitment services providers, and the proposals are expected to be received before September 6. The suggestion is that an Ad Hoc Committee consisting of two members of the City Council should be appointed by • the Council at the September 6 meeting for the purpose of reviewing the proposals and interviewing a representative from each of the recruitment services companies, and we anticipate that these interviews can be conducted by a phone or video conference option prior to September 13. The goal would be for the Ad Hoc Committee to then make a recommendation for the company to be hired, for consideration on the City Council's September 20 regular meeting agenda. At that meeting, the Council can approve an agreement for recruitment services and a budget allocation, appoint a representative of the recruitment services company to be one of the City's negotiators in connection with the recruitment process (if these services are included in the scope of work), and make a designation of other City officials who will serve on the City's negotiating team throughout the recruitment process. All members of the City Council will have the opportunity to interview the top candidates for City Manager after the preliminary screening process has been completed. 308 Honorable City Council September 6, 2017, Regular Meeting Page 2 Staff is recommending that the City Council consider the prescheduling of a special City Council meeting on September 27 at 6:30 p.m. for the purpose of having all members of the City Council meet with the representative of the selected recruitment services provider in closed session to discuss recruitment goals and the development of a preferred City Manager profile, including but not limited to education, experience, and leadership and management style, to assist with conducting a focused recruitment. FISCAL IMPACT There will be a cost for the recruitment services, and the exact cost will be determined prior to City Council approval of an agreement for the professional recruitment services. The estimated cost range is approximately $25,000 to $30,000. STAFF RECOMMENDATION 1. Appoint two members of the City Council to an Ad Hoc Committee; and 2. Schedule a Special City Council meeting on September 27, 2017, at 6:30 p.m. 309
