CITY OF MOORPARK,CALIFORNIA City Council Meeting MOORPARK CITY COUNCIL 9-6 -Pig AGENDA REPORT ACTION: t '6a�„4, / TO: Honorable City Council BY: FROM: Jeremy Laurentowski, Parks and Recreation Directorr(_, BY: Jason La Riva, Landscape/Parks Superintendent DATE: August 18, 2017 (CC Meeting of 09/06/17) SUBJECT: Consider Various Park Improvements at Arroyo Vista Community Park (AVCP) and Resolution Amending the Fiscal Year 2017/18 Budget BACKGROUND On June 30, 2017, the Recreational Trail Project at AVCP was completed. The City Council authorized the recordation of the Notice of Completion on July 19, 2017. The City Council will recall that the Recreational Trail Project incorporates a safe route of travel for both pedestrians and bicyclists from the existing pedestrian bridge at the east end of the park to the Arroyo Vista Recreation Center, and on to Moorpark High School and Tierra Rejada Road.. Approximately 80 new parking spaces were added to the park on the south side of the access road and in Parking Lot D. There is a separated bicycle path and pedestrian walkway along the entire length of the portion of the trail system that parallels the access road, from the east end of the park to the recreation center. Internally, the proposed trail system incorporates an approximate one mile fitness loop around the perimeter of AVCP, with exercise stations set along the route. DISCUSSION Upon completion of the project, staff recognized various unanticipated impacts to the park operations as a result of the construction process. The following represents these impacts and deficiencies, and identifies solutions that will further compliment the site improvements: 1. Lighting Challenge: Unsolicited feedback was received from residents living just above the south border of the park. The new recreational trail lighting provides subtle illumination of the trail. However, residents have requested 476 Honorable City Council September 6, 2017 Page 2 additional screening to lessen the visual impacts of potential glare. Solution: Shrubs, trees, and irrigation installed around the perimeter of the lighted work out stations and decomposed granite trail to screen and/or filter light pollution and improve aesthetics. 2. Entryway Landscaping Challenge: The main entrance at Countrywood Drive received a new park monument sign that matches the river cobble theme prevalent on Tierra Rejada Road. The monument wall is near completion however, landscaping, trees, and irrigation were not part of the original design of the project. Solution: Plans have been drafted and finalized by City staff to landscape and irrigate the area with low water use plants, trees, and shrubs. Since the landscaping is directly adjacent to Tierra Rejada Road, the design utilizes the same plant material that was recommended by the landscape architect hired to complete the Tierra Rejada Road improvement project. 3. Monument Sign Lettering Challenge: As part of the trail improvements, the Contractor was to provide lettering and a City logo on the monument sign that would identify Arroyo Vista Community Park and Recreation Center. Staff and the Contractor were unable to come to an agreement on the type and size of the lettering prior to the end of the contract. The lettering was removed from the contract and the City was provided a credit of$11,830. Solution: Design and install monument sign lettering and logo. Cost of the lettering and City logo is $10,000. Funds were not carried forward from the project for this work, so the requested budget amendment includes the $10,000 for the lettering. 4. Traffic Bollards Challenge: Traffic bollards were installed in various locations to restrict vehicular access, safeguard park patrons, and protect sidewalks from potential unauthorized use. After construction, staff noted six additional locations where sidewalks and pedestrian walkways require additional bollards to prevent vehicular access and provide safe passage for park patrons. Solution: Install six additional locking traffic bollards that will match the previously installed bollards. 477 Honorable City Council September 6, 2017 Page 3 5. Rail Fencing Challenge: New three-rail fencing was installed throughout the park to minimize vehicular traffic on grass fields and provide a barrier between parking lots and recreational activities. After construction, staff noted six locations where additional rail fencing is needed to protect park patrons and provide visual barriers to vehicular traffic. Solution: Install approximately two hundred linear feet of four foot high three-rail fencing to match existing wood fence material. 6. Skateboarding on Concrete Curbing: Challenge: Approximately three hundred feet of new concrete curbs and low walls were installed at various locations along the recreational trail to accommodate the grade differential between the trail and the existing grades. These new curbs have attracted skateboarders. Skateboarding is very abrasive and destructive to concrete curbing and ultimately results in permanent damage. Solution: Install approximately two hundred "Skate Stoppers" to deter the behavior. Skate Stoppers are installed on the leading edge of the concrete curbing and prevent skateboards from sliding, grinding, and damaging the concrete surface. FISCAL IMPACT The FY 17/18 operating budget does not include funding for the proposed improvements. The cost of the additional improvements is $62,900, which includes a contingency of $6,900. Staff is requesting a budget amendment of $62,900 from the Community Wide Park Development Fund (2010) to complete this work. STAFF RECOMMENDATION (ROLL CALL VOTE) 1. Approve additional improvements to Arroyo Vista Community Park, as outlined in the staff report; and 2. Adopt Resolution No. 2017- amending the FY 2017/18 budget to appropriate $62,900 from the Community Wide Park Development Fund (2010) to complete the improvements . Attachment: Resolution No. 2017 - . 478 ATTACHMENT 1 RESOLUTION NO. 2017- A RESOLUTION OF CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2017/2018 BUDGET BY APPROPRIATING $62,900.00 FROM THE COMMUNITY WIDE PARK DEVELOPMENT FUND (2010) FOR ADDITIONAL IMPROVEMENTS AT ARROYO VISTA COMMUNITY PARK (R0030) WHEREAS, on June 21, 2017, the City of Moorpark adopted the Operating and Capital Improvement Projects budget for Fiscal Year (FY) 2017/18; and WHEREAS, a staff report has been presented to the City Council identifying additional improvements needed to the recreational trail at Arroyo Vista Community Park and requesting funding to complete the work; and WHEREAS, an aggregate budget amendment of $62,900.00 is requested from the Community Wide Park Development Fund (2010) to fund .the additional improvements to Arroyo Vista Community Park; and WHEREAS, Exhibit "A", attached hereto and made.a part hereof, describes said budget amendment and the resultant impact to the budget line items. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1: An aggregate budget expenditure increase of $62,900.00 from the Community Wide Park Development Fund (2010), as more particularly described in Exhibit "A", attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
