HomeMy WebLinkAboutAGENDA REPORT 2017 0906 CCSA REG ITEM 10W ITEM 10.W. cry OF MOORPARK,CALIFORNIA MOORPARK CITY COUNCIL City B$ c�°'°��°�����°�" AGENDA REPORT TO: Honorable City Council FROM: Sean Corrigan, City Engineer/Public Works Director DATE: August 23, 2017 (CC Meeting of 09/6/17) SUBJECT: Consider Authorization for Recordation of the Notice of Completion for the Project to Widen Los Angeles Avenue at Shasta (8058/C0030) and Release of Bonds in Accordance with the Contract BACKGROUND & DISCUSSION On February 18, 2015, the City Council awarded the contract to widen Los Angeles Avenue at Shasta Avenue (between Maureen Lane and Leta Yancy Road) for $938,091, plus a contingency amount not to exceed $95,000, for a total cost of $1,033,091. This project added a third eastbound lane, sidewalk, temporary storm drains and provided a structural concrete cover over a Calleguas Municipal Water District regional transmission pipeline. There were two (2) amendments to thecontract increasing the total budget for construction to $1,559,692. There were a total of eleven (11) change orders totaling $568,315.17. The Amendments and Change Orders and their individual costs are itemized below: Description Cost Amendment No. 1 Increase contingency $50,000.00 CCO3 —Additional 309' Concrete Cap CCO5 —Additional Potholing CCO6 — Revised Traffic Control (K-rail) Amendment No. 2 CCO7 —Additional 322' Concrete Cap $476,601.00 Change Order#1 Additional potholing for 36" CMWD water line. $ 2,915.36 Change Order#2 Additional 400 lineal feet of neoprene for concrete cap. $ 17,567.01 Change Order#3 Additional 309' of concrete cap to protect existing CMWD water line. $ 187,035.49 Change Order#4 Additional surveying to install CMWD water appurtenances. $ 2,222.00 Change Order#5 Additional potholing to verify size and depth of existing CMWD water line. $ 3,399.07 639 Honorable City Council September 6, 2017 Page 2 Change Order#6 Revise traffic control plan, per Caltrans, with K-rail barriers. $ 58,890.57 Change Order#7 Additional 322' of concrete cap to protect existing CMWD water line. $ 227,275.12 Removal of abandoned 14" concrete Change Order#8 irrigationpipe, concrete base and miscellaneous asphalt concrete rubble. $ 23,438.86 Remove concrete base, remove irrigation lines, additional potholing, load additional • Change Order#9 asphalt concrete debris, remove and replace 180' of Caltrans Type A2-6 curb and gutter $ 29,620.90 Demolish and remove existing cathodic Change Order#10 test station vault lid and construct new vault lid. $ 5,977.98 Change Order#11 Labor escalation cost from extension of project timeline. $ 9,972.81 As with all unit price engineering construction contracts the estimated quantities of work used to bid the job are adjusted up or down at the end of the contract based on the actual quantities constructed. In this case, the as-built construction costs came in 2.8% under the original pricing. Staff is recommending that the City Council authorize the recordation of the Notice of Completion. With the City Council's authorization to record the Notice of Completion, the City Clerk's office will be authorized to release the project bonds as follows: • Performance Bond No. 24060803 shall be null and void one (1) year after the recordation of the Notice of Completion. • Material Suppliers and Laborers Bond No. 24060803 (included in Performance Bond) shall be null and void one (1) year after the recordation of the Notice of Completion. FISCAL IMPACT The final construction contract cost is $1,464,611.84 as broken down below: Initial Contract Amount $ 938,091.00 Change Orders 1-11 $ 568,315.17 Adustment in quantities as-built $ (41,794.33) TOTAL CONTRACT COST $ 1,464,611.84 The construction contract costs came in $95,080.16 below the budgeted amount for 640 Honorable City Council September 6, 2017 Page 3 construction. Those funds will be returned to the Los Angeles Avenue AOC Fund. Project soft costs such as engineering, inspection, fees and staff time in the aggregate add an additional $550,501.50. The total (hard and soft) cost for the project is $2,015,113.34. The project budget was funded in the amount and with the following funding source as follows: Los Angeles Avenue AOC Fund (2014) $ 2,018,601 The project costs will be reimbursed by M.P. Group, LLC (Pacific Communities) pursuant to the terms of a proposed Development Agreement. STAFF RECOMMENDATION Authorize the City Clerk to file the Notice of Completion, and release of the project bonds as outlined in the report.
