Richards, Director of Community Development DATE: March 3, 1988 SUBJECT: TRACT 4147 - VILLA CAMPENSINA, REQUEST FOR EXEMPTION FROM MEASURE F Background The Cabrillo Economic Development Corporation proposed a 62 lot subdivision of self help housing for loWer income households back in 1986. The City approved Tract 4147 in March of 1986 with several condition adjustments to promote affordable housing. Also, the City contributed $532,800 through the State of California under the Community Block Grant Program, an additional $200,000 grant and a $300,000 loan in State funds has contributed towards underwriting the cost of land purchase and mortgage purchase. Discussion On November 4, 1986 as an initiative action the residents of Moorpark approved Measure F which is a Residential Management System. Section 10.02 includes a provision for certain exception to the Measure. Also, the City adopted Resolution No. 87-421 which set forth the process and procedures for issuance of residential building permits under Measure F included provisions for exemptions (see attached) . PJR:crl 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 MESRE/F/CH RON I March 3, 1988 Page 2 The Cabrillo Economic Development Corporation is requesting that the City Council find the Villa Campensina (TR-4147) project exempt under Section 10.02 E. of Measure F and under Section 2.e. of Resolution 87-421 . Both of the above section provide exemptions for "projects funded or subsidized pursuant to the provisions of applicable federal, state or local laws or programs. " Recommendations 1 . That the City Council find that Tract 4147, Villa Campensina is exempt under Section 10.2. E of Measure F and Section 2.e. of Resolution No. 87-421 inasmuch as substantial public funds have been used to subsidize the project; and 2.
