SUBJECT: Consider Update on Tierra Rejada Streetscape Revitalization
Project (Project No. M0031).
BACKGROUND
On July 19, 2017 staff presented a report to City Council reviewing the progress on the
Tierra Rejada Road Streetscape Revitalization Project. The report discussed the
conceptual plans for the landscape redesign that were developed by Architerra Design
Group (Architerra). Staff also updated the City Council on the Phase 1 renovation,
which included a section of streetscape along the north side of Tierra Rejada Road,
east of Mountain Meadow Drive, including the center median.
During the presentation, staff informed the City Council that they would like to withdraw
the recommendation authorizing the completion of construction documents for
remainder of the Tierra Rejada Road streetscape, as staff had realized that one of the
plants installed throughout the redesign area was the incorrect species. Staff wanted to
have the correct plants installed prior to requesting approval from the City Council to
move forward with the development of construction documents for the remainder of
Tierra Rejada Road.
DISCUSSION
According to the contractor, the planting error was due to a mix-up with the contractor's
supplier. The planting has been corrected at no cost to the City. The plant in question
is a grass species (Muhlenbergia Rigida 'Nashville') intended to fill space and enhance
the meadow concept of the streetscape. Grower-certified replacement plants were
installed in mid-September and although currently small, once mature they will complete
the intended aesthetic and complement the original design intent of the Mountain
Meadows Planned Community.

Staff is returning to the City Council to request authorization to complete the
construction documents for the remaining area of Tierra Rejada Road between Spring
Road and Courtney Lane. If approved, staff anticipates that construction documents will
be completed this winter and installation of the redesigned landscaping will be
performed in Spring of 2018.
In the meantime, staff is moving forward withthe other Tierra Rejada Road
improvement items approved by City Council on July 19th. The bid solicitation for
construction of a supplemental irrigation system for the Coast Redwood trees and
removal of the groundcover in the center median islands on Tierra Rejada Road was
released in September. Staff intends to bring a contract for this work to the City Council
for consideration during the October 18 meeting.
FISCAL IMPACT
Funding for completion of construction drawings for the Tierra Rejada streetscape
redesign is included in the adopted Fiscal Year (FY) 2017/18 budget. Staff is not
requesting any additional appropriation for these services.
STAFF RECOMMENDATION
Authorize staff to complete the construction documents for the Tierra Rejada Road
streetscape revitalization project consistent with the approved design concept and
Agreement with Architerra.
