HomeMy WebLinkAboutMIN 1999 0721 CC SPC 6:00 MINUTES OF THE CITY COUNCIL Moorpark, California July 21, 1999 A Special Meeting of the City Council of the City of Moorpark was held on July 21, 1999, in the Community Center Conference Room of said City located at 799 Moorpark Avenue, Moorpark, California. 1 . CALL TO ORDER: Mayor Hunter called the meeting to order at 6 : 09 p.m. 2 . ROLL CALL: Present : Councilmembers Evans, Rodgers, Wozniak, and Mayor Hunter. Councilmember Harper arrived at 6 : 15 p .m. Staff Present : Steven Kueny, City Manager; John Nowak, Assistant City Manager; Wayne Loftus, Acting Community Development Director; Captain Mike Lewis, Sheriff' s Department; Nancy Burns, Senior Management Analyst; and Deborah Traffenstedt, City Clerk. 3 . PUBLIC COMMENT: None . 4 . PRESENTATION/ACTION/DISCUSSION: A. Consider El Rodeo Restaurant Status of Permits to Serve Alcoholic Beverages at 79 and 83 High Street (Administrative Permit No. 97-22 and Conditional Use Permit No. 98-2) . Staff Recommendation: Direct staff as deemed appropriate . Mr. Loftus gave the staff report . Mr. Kueny suggested Council direct staff to ask the City Attorney how to void the Conditional Use Permit due to non-compliance with the conditions . Mr. Loftus explained the process for revoking an Administrative Use Permit . Mr. Kueny suggested a report from the City Attorney on revocation. Minutes of the City Council Moorpark, California Page 2 July 21, 1999 AT THIS POINT in the meeting, Councilmember Harper arrived. The time was 6 : 15 p.m. In response to Mayor Hunter, Captain Lewis commented that the Alcohol Beverage Control Board had indicated it would take six months to revoke the alcohol license . MOTION: Councilmember Harper moved and Councilmember Wozniak seconded a motion to direct staff to revoke all permits . AMENDMENT: Councilmember Evans requested that the motion be amended to require action as soon as possible. Councilmember Harper and Councilmember Wozniak accepted the amendment . Mr. Kueny suggested that the Council take no action and that staff investigate the proper process of revocation of the permits in consultation with the City Attorney. In response to Mayor Hunter, Mr. Kueny stated staff has sufficient direction to move forward and will keep the Council informed through memorandum mailbox items . Councilmember Harper withdrew the motion and Councilmember Wozniak concurred. CONSENSUS : By consensus, the Council determined to receive and file the report . 5 . CLOSED SESSION: None was held. 6 .
