SUBJECT: Consider Extending the Term of the Contract with
Sunridge, Inc. for Landscape Maintenance Services to
Three Years
On June 19, 1996, the City Council awarded a contract to Sunridge
Landscape Maintenance, Inc. for landscape maintenance services and
authorized the Mayor to sign contract documents. Staff has been
working to finalize certain language in the contract prior to
execution. The contractor has agreed to provide the required
services, at the new bid prices, during this period prior to the
execution of the new contract. The term of the contract set forth
in the draft agreement and bidding documents was one year.
Discussion
1. The Contractor (Sunridge) has requested that the City consider
approval of a contract term of three (3) years. The Contractor
has agreed that the bid amounts set forth in his proposal,
which will be set forth in the new contract, would not be
increased during this three (3) year term. In addition, a
three year term would not preclude the City from canceling the
contract for any reason.
2. The primary reason for the request, is to enable the Contractor
to be in a better position to seek and obtain financing ( and /or
lower interest rates) for the purchase of new equipment
required to perform the required services. For this reason,
the contract term set forth in both the refuse collection
franchise and in the street sweeping contract are longer than
one year.
3. As you may recall, the City only received two bids for this
work -- the bid from Sunridge and one other. It is not
anticipated that another request for the receipt of bids next
Spring would yield less expensive prices. In addition, the
deferral of the bidding process would save the staff time and
overhead costs required by the administration of the bidding

4. The maintenance specifications developed by staff for the
recent round of competitive bids was revised prior to
soliciting those bids, to reflect "state of the art"
maintenance requirements. It is not anticipated that there is
or will be a need in the near future to significantly revise
these specifications and to seek new bids for a revised scope
of work.
For these reasons staff recommends approval of the Contractor's
request.
Recommendations
Authorize staff to include language in the subject contract to
provide for a three year term.
