AGENDA REPORT
TO: The Honorable City Council
FROM: Richard Hare, Deputy City Man& e
DATE: August 1, 1996 (Meeting of August 7, 1996)
SUBJECT: Consider Waiver of Park Rental Fees for Moorpark
Kiwanis Club Softball Tournament
BACKGROUND
The Moorpark Kiwanis Club has approached staff regarding a
fee waiver for their 1996 tournament, to be held on Saturday
and Sunday, September 21 - 22, at Peach Hill and Arroyo Vista
Community Parks, from 7:00 a.m. to 10:00 p.m. both days. In
the event of rain, the Kiwanis Club has reserved the parks
for the following weekend, September 28 - 29, as well. Funds
collected by the Kiwanis for this tournament will be used to
directly benefit residents through many charitable programs
sponsored by the Kiwanis throughout the year. The Moorpark
Kiwanis Club have also been a major supporter of City
sponsored activities, and have provided volunteer service to
the City's Easter Egg Hunt, teen and youth dances, the 1994
and 1995 Fourth of July picnics, the 1995 and 1996 July 3rd
Fireworks Show, and were co- sponsors of the highly successful
Children's Mardi Gras Carnival last February. The Kiwanis
Club have donated many volunteer hours to most City sponsored
events throughout the years.
If the waiver is approved, it should include a waiver of
required deposits as well as use of bases, field drag, lines
hoses, and landscape rakes.
This tournament will not disrupt City sponsored softball
leagues, as these leagues do not play games on the weekends.
RE CI1NDATION
Approve waiver of fees as requested.

City of Moorpark
The Kiwanis Club of Moorpark is planning the annual Men's Slo -Pitch Softball Tournament for Saturday
and Sunday, September 21 st and 22nd. We have reserved the use of the softball fields at Arroyo Vista and
Peach Hill parks from 7:00 a.m. to 10:00 p.m. In addition, we have reserved the softball fields for the
weekend of September 28th and 29th, 1996 in the event of rain on the prior weekend. This tournament is
planned as a fund raiser for our organization with the proceeds to be used for various projects within our
community. We anticipate having approximately 16 to 24 teams participate in this activity.
Our organization conducts this tournament as part of the annual Chamber of Commerce sponsored Country
Days activities. While it is sanctioned as an official part of Country Days, the Chamber of Commerce will
not share in the cost of, or proceeds from the tournament.
The Kiwanis Club of Moorpark respectfully requests that the City of Moorpark assist us in our endeavor
by waiving the rental fees for the use of the softball fields for the above stated purpose. In the event that the
lights at any of the fields are used, we will pay for such use at the applicable hourly rate. In addition, we
would request the use of field equipment at each of the parks used for both play and upkeep of the facilities.
We would also request permission to operate temporary concession stands at each of the fields during the
tournament. We will abide by all city regulations regarding the consumption of alcoholic beverages in the
City parks.
The City Council has approved similar requests from our organization in past years and we would hope
that you will see fit to honor our request this year. Your consideration of this request is greatly appreciated.
If additional information is needed, please feel free to contact me at 523 -0855.
Sincerely,
David M. Sakata
