Committee to Address the Classification and
Compensation Study

Last fiscal year, the City Council contracted with Ralph Andersen and Associates to conduct a job
classification study and a compensation study for the City. The classification study included a
review of all full -time positions and the preparation of job descriptions with physical requirements.
The preparation of physical requirements was key to this study due to the current American with
Disabilities Act (ADA).
The compensation study was directed toward establishing benchmark positions for market
comparison to other public sector employers. Organizations were surveyed and the relative
beginning and top salaries compared. These benchmark positions were then compared internally
looking at reporting relationships and elements of the job. These internal relationships were used
to structure a pay plan which addresses both internal and external equity.
The consultant has completed the draft work on both of these studies and they are ready for
review by a Council ad hoc committee. The committee would work with the staff in the review of
the studies and make recommendation to the City Council regarding the implementation of the
studies' recommendations.
Recommendation
Appoint an ad hoc committee.
