AGENDA REPORT << TO: Honorable City Council FROM: Jeremy Laurentowski, Parks and Recreation Director BY: Chris Ball, Management Analyst c DATE: November 6, 2017 (Meeting of November 15, 2017) SUBJECT: Consider Update on Ball Wall Project at Mountain Meadows Park (Project No. C0045) BACKGROUND & DISCUSSION Construction of a ball wall at a City park was first included as an objective in the City Council's Mission Statement, Priorities, Goals and Objectives in 2006. Over the ensuing years, this objective has been evaluated and modified several times, the details of which were discussed in a staff report to Council on February 15, 2017. The purpose of the ball wall is to provide a dedicated space where children can play a variety of informal games centered on throwing or hitting a ball against a wall. Such games are popular on school campuses, however the City does not currently offer such a facility at any public park. As noted in the February 15th staff report, the current plan to achieve this objective is to install the ball wall at Mountain Meadows Park. This location has been recommended by the Parks and Recreation Commission because it has sufficient space, a restroom, and the ball wall will not interfere with other park uses. Additionally, a ball wall at this location will be within easy walking distance from adjacent neighborhoods and the adjacent school site. The proposed general location of the ball wall east of the restroom building is identified in the Attachment. The exact placement will be determined by staff in the field, taking existing grades into account to minimize construction costs. On February 15th Council approved an agreement with Architerra, Inc. (Architerra) to design and prepare plans and specifications for a ball wall at a cost of $9,600. The contract included the preparation of two designs for the ball wall, one that would utilize standard wood framing with plywood paneling, and another that would include steel framing and high density polyethylene (HDPE) panels, to allow for construction cost comparison between the two options. However, since that time staff has become aware of pre-fabricated ball walls that can be purchased direct for approximately $7,500 and installed without the need for custom design services. These ball walls are the same 230 type that are typically seen on school campuses, and are made of weatherproof resin- coated plywood supported by three steel support posts. Staff feels that the pre- fabricated ball walls provide a high quality, cost-effective alternative to the custom design and construction that was originally planned. A concrete pad onto which the pre- fabricated ball wall would be installed will need to be constructed prior to the installation of the pre-fabricated ball wall. The dimensions of the ball wall would be 16' wide by 12' high, while the overall dimensions of the court would be approximately 16' wide by 50' long. These court dimensions will allow for simultaneous play on both sides of the wall. Staff will solicit bids for construction of the concrete pad and installation of the ball wall over the next two months, with installation of the hand ball court planned for February of 2018. Fiscal Impact Total current funding for the project in the adopted FY 17/18 budget is $34,600, which consists of $9,600 in Capital-Professional Services (55300) for design of the ball wall and $25,000 in Improvements Other Than Buildings (55500) for construction. Staff feels that the purchase and installation of a pre-fabricated ball wall can be achieved within this budgeted amount. The cost of a pre-fabricated ball wall is estimated at $7,500, and estimated costs installation of the pre-fabricated ball wall and concrete pad are $20,000. If any budget adjustments are necessary, a budget line item transfer within the project allocation would be all that is necessary to fund construction and installation of the ball wall.
