Dennis Delzeit, City Engineer A �Ck DATE: January 15, 1987 SUBJECT: Princeton Avenue Signal AWARD OF CONTRACT BACKGROUND INFORMATION On January 14, 1987 , a single bid was received and opened for this project. The bid was received from Steiney and Co. of Fullerton, California. The bid price is $138, 550 as compared 'to the Engineer' s Estimate of $146, 000 . Normally, a construction project will attract more than one bidder. However, signal installation contractors are very busy at this time and other agencies have also been receiving only one or two bids on signal projects. Steiney and Co. is an experienced and reputable firm qualified to perform the work. The City Engineering Staff has worked with this Contractor on several other projects and found their work to be good. This project is being performed under a cooperative agreement between CalTrans and the City. The cooperative agreement states that "City shall not award a contract for work until after receipt of the State deposit" . RECEICED -�- JAN 15 1987 799 Moorpark Avenue Moorpark, California 93021 CITY OF MORRO 529-6864 Page -2- However, Randy Roning of CalTrans has contacted the City Engineer by telephone informing him that "The City will not be receiving the State' s deposit until the end of February at the latest, but there is no question that CalTrans will be forwarding the deposit" . Randy Roning is sending the City a letter stating that the City may award the contract without prior receipt of the State ' s deposit. As of this time, the City only has the verbal approval from CalTrans to award the contract. Prior to the Mayor signing the contract, the City will have received either the CalTrans funds or written approval from CalTrans allowing the City to award the contract.
