SUBJECT: Cooperative Agreement for Traffic Signal
Construction at the Intersection of Gabbert
Road/Tierra Rejada Road and Los Angeles Avenue
BACKGROUND INFORMATION
On November 17 of last year, the Council directed the City
Engineer to process a Cooperative Agreement with Caltrans
for the subject project. After the City submitted a traffic
signal warrant study, Caltrans prepared their internal
Project Report. After this Report was successfully
circulated for approval within Caltrans, a draft Cooperative
Agreement was prepared by Caltrans and submitted to the City
for review.
Following City review of the draft, Caltrans made minor
changes to the Cooperative Agreement to incorporate City
comments, and has submitted the final agreement for approval
and execution by the City.
After execution by the City and return of the document to
Caltrans, Caltrans will execute and return one copy to the
City. This is expected to take approximately two to four
weeks .
As directed by the Council, the City Engineer began the
traffic signal design on November 18, 1986 . Caltrans is now
checking the plans and contract specifications and will
issue an encroachment permit and authorize the project to be
advertised. After the bids have been received and
tabulated, Caltrans will pay its share of the project cost
to the City and authorize the award of contract. The
contractor will then order the necessary materials, aftei.. RECEIVED wow
receipt of which the project will be constructed.

Although the length of time required for each of these
stages of project development cannot be determined exactly
we estimate that the traffic signal will be operational
approximately the first week of December 1987 .
RECOMMENDED ACTION
Approve Cooperative Agreement No. 3817 for the installation
of a traffic control signal system at the intersection of
Gabbert Road/Tierra Rejada Road and Los Angeles Avenue and
authorize the Mayor to execute the said agreement on behalf
of the City.
