SUBJECT: Consider oversized storm drain reimbursement for PD-1010
In October of 1986, the City Council authorized reimbursement for the
upsizing of the storm drain in Moorpark Avenue south of Los Angeles Avenue
as part of the work by the developer of PD-1010. The attached reports from
the City Engineer provide the background for this project. The project cost
was estimated at $102,211. The actual amount recommended for reimbursement
is $93,713.62. The funds for this reimbursement from the Los Angeles Avenue
Area of Contribution are included in the adopted 1987/88 budget.
STAFF RECOMMENDATION:
Accept the storm drain work as complete and authorize payment in the amount
of $93,713.62 to G. H. Palmer Associates.

SUBJECT: PD-1010 Oversized Storm Drain Reimbursement
(Palmer)
The developer's of PD-1010 (Palmer) agreed to install the
ultimate storm drain required under Moorpark Avenue between
Los Angeles Avenue and the Arroyo Simi Channel. In return,
the developer was to be reimbursed for the cost difference
between this ultimate storm drain and the local storm drain
that would normally be required by the project.
The installation of the storm drain has now been completed
and the developer has submitted a reimbursement request of
$93 ,713 . 62 . This request consists of $88, 000 in
construction cost and $4,825. 62 in engineering costs.
The City Engineer's office has reviewed this reimbursement
request and has concluded it is fair and reasonable. The
invoices accompanying the reimbursement request support the
calculated costs.

Dear Dennis:
Enclosed is a breakdown of the actual costs of oversizing the subject storm
drain as requested by the City.
The installation was by Turf Construction as a subcontractor to Gerjets Inc.,
General Contractor.
Also enclosed are the billing invoices from this office showing the engineering
costs involved in modifying the required storm drain plan to reflect the
oversizing request. The requested reimbursement is as follows:
Construction cost $88,888.00
Engineering cost . 4.825.62
Total Reimbursement $93,713.62

SUBJECT: PD-1010 - Moorpark Avenue Storm Drain
Reimbursement
BACKGROUND:
The purpose of this report is to provide infoLlaation and a
recommendation for PD-1010 to construct drainage facilities
that provide general public benefit beyond Palmer' s
conditions of development.
To begin to eliminate some of the drainage problems in the
Moorpark Avenue area, the City Engineer has required that
the sto.1.111 drain in PD-1010 be oversized to serve the entire
Moorpark Avenue Drainage Area (see Exhibit "A" ) . This storm
drain will be extended up to and across Los Angeles Avenue
and be connected to the existing storm drain on the north
side of the intersection. Construction of these drainage «—
facilities will be a large step toward solving some of the
drainage problems in the area.
Presently, the storm water in Moorpark Avenue flows westerly
into the Shasta Avenue Drainage Area (refer to Exhibit "A" ) .
The Shasta Avenue drain is under capacity and construction
of the Moorpark Avenue drain would .relieve part of the
burden carried by the Shasta Avenue drain and provide for
the extension of future drainage facilities up Moorpark
Avenue.

Originally, PD-1010 had proposed to install storm drainage
facilities to handle only local drainage. However, it has
become apparent that it would cost -less to upsize this
proposed storm drain in Moorpark Avenue than to increase the
entire capacity of the existing Shasta Avenue drain from
Moorpark Avenue to the Arroyo Simi.

Because the upsizing and extension of the storm drain is not
associated with the development, PD-1010 should be
reimbursed for the additional . costs of oversizing the storm
drain in Moorpark Avenue. [E3owever, reimbursement should
only be made after the project has been accepted by the City
so that actual costs can be used The preliminary estimated
cost for each phase is as follows :

Engineering Costs: 5 7 , 800 . 00 *
Subtotal $ 102, 211. 00
*Estimated cost figures supplied by the developer.
Extension of Storm Drain
Construction Cost: S 170, 000 . 00
Engineering Costs: $ 18, 000 . 00
Subtotal $ 188, 000 . 00
Total Estimated Reimbursement: $ 290 , 211. 00
The Los Angeles Avenue AOC has $815, 000 allocated for
miscellaneous drainage improvements that may be used for
this project. The Moorpark Avenue drainage area will be
fully . developed after PD-1010 is completed, therefore no
additional development funds are anticipated to help
construct this storm drain.

After the storm drain is constructed Ana a, CQ1Joted- by the
City, reimburse PD-1010 for the upsizing and extension
costs. Exact reimbursement amounts to be based upon actual
construction costs.
