Dennis Delzeit, City Engineer jet,j1.(4,- DATE: August 13, 1987 SUBJECT: PD-1010 (Palmer) Pedestrian/Bike Path BACKGROUND INFORMATION One of the conditions for PD-1010 (Palmer) is the construction of an equestrian/bike path adjacent to the Arroyo Simi, along the southerly portion of the project. If the path were constructed along the existing banks of the Arroyo, the path would be destroyed at some future date when the improvements are made to the Arroyo. In conversations with the 'Flood Control District, it has not been determined when these improvements are expected to be constructed. The soonest that the improvements could be constructed would be approximately five years. However, I believe five years is a bit too optimistic. Another option would be to locate the path as far as possible from the existing bank, which would place it adjacent to the recently constructed basketball and tennis courts. They are shown on the attached print. However, it should be pointed out that the approximate boundary of the future improvements will be approximately in the middle of the trail. However, it should be noted that the design of the future improvements along the Arroyo has not been prepared so precise measurements are not available at this time. RECEIVED AUG 1 x, 1981 CITY OF MOORPARK 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Page -2- Another option would be for the City to obtain a deposit from Palmer for the estimated costs of the trail and hold these funds in the City Treasury until such time as it has been determined exactly where the trail can be located or until such a time as there is a demonstrated need for the trail. Currently, the trail would lead to nowhere because there are no other portions of the trail in existence along the bank of the Arroyo. The developer, Palmer, is anxious to satisfy this condition of development and is willing to either build the trail or deposit the money with the City. RECOMMENDED ACTION It is recommended that the City Council directs staff to proceed with one of the following options: 1. Construct the equestrian/bike trail adjacent to the tennis court and basketball court as shown on the attached print (Sheet 11 of 22) ; or, 2 .
