SUBJECT: MINOR MODIFICATION PD-1010 - EAST PROPERTY LINE WALL (Palmer)
PD-1010 is conditioned (Condition No. 93 of Resolution No. 85-226)
to install a six foot high concrete block wall along the
east side of the complex. An on site inspection during the
final walk through prior to occupancy clearance disclosed
the fact that no wall currently exist on the east side of the
site. However, along the east property line there exists
the rear of garages constructed for the adjacent Regal Homes .
Between the Regal Home garages is a combination slumpstone
block wall and wrought iron fence atop.
The PD-1010 site is approximately three feet lower that Regal
Homes and has provided a planted slope between the parking
lot curb and the rear of the garages (see attached photos) .
Although the wall is a condition of development, to install
it adjacent to the existing situation appears counter productive
to good design concepts . The wall would serve no practical
purpose at this time.
There is however, one concern that should be noted. The Regal
Homes wall southerly terminus ends approximately 50 - 60 feet
short of the Flood Control right-of-way. There is a need to
continue the same wall style to the right-of-way boundary.
The Palmer organization has agreed to continue the wall in this
manner as part of the minor modification approval.
Of note is the fact that the County Flood Control District (per
Mr. Bill Hayden) will not allow the construction of a wall or
fence (of any kind) in the district ' s right-of-way. This right-
of-way is being used by the PD-1010 project for parking and the
play courts adjacent to the actual channel.

JUSTIFICATION SHEET
Reasons for minor modification are :
1 . Wall constructed at Majestic Court would destroy line of
sight for driver leaving onsite driveways adjacent to wall .
2 . East property (Regal Homes) was developed approximately 3
feet higher than P.D. 1010.
3 . Garages and block wall on Regal Homes property create a
visual screen.

The purpose of the minor modification appearing before the
Council at this time is to inform the Council of a proposed
change to the project. If the Council feels that the proposed
modification is significant, it may set the matter for a
public hearing. If the Council takes no action on the matter,
the Director ' s approval stands .
RECOMMENDATION
No action is recommended.
