Dennis Delzeit, City Engineer oaiy DATE: April 8, 1987 SUBJECT: PD-1010 - Moorpark Avenue Storm Drain Extension BACKGROUND INFORMATION The purpose of this report is to provide the City Council with an update on the Moorpark Avenue storm drain extension. In October, 1986,. the City Council approved the concept of oversizing the storm drain within PD-1010 and extending it across Los Angeles Avenue to the north side of the intersection (Please refer to attached memorandum) . To date, the oversized storm drain system has been constructed to a point approximately 240 feet south of Los Angeles Avenue. Also, the design has been almost completed for the extension through Los Angeles Avenue and has been submitted to CalTrans for an encroachment permit. As mentioned in the attached memorandum, the extension of this storm drainage system through Los Angeles Avenue will be a large step toward solving some of the drainage problems in the Moorpark Avenue area. It is still felt that this storm drain extension will be less costly than expansion and improvement of the Shasta drainage system. In addition, this extension is timely with the concurrent construction of the storm drainage system within PD-1010 . ® RECEIVED APR 091987 cpm, hY Ns•.Rc wjny, r .. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 • Page -2- The construction and engineering cost estimates for the storm drain extension across Los Angeles Avenue have been revised as follows: Construction Cost: $ 130, 000 Engineering Cost: $ 18,000 Total Estimated Reimbursement $ 148, 000 In addition, the City Engineer will provide professional services for plan checking and construction observation. The costs for these services are estimated as follows: Plan Checking $ 6 ,270 Construction Observation $ 6 ,270 Total City Engineer Services $ 12, 540 A breakdown of these services is attached. RECOMMENDED ACTION Authorize reimbursement to PD-1010 (Palmer) from Los Angeles Avenue AOC funds for the upsizing and extension of the Moorpark Avenue storm drain and related engineering design costs. Exact reimbursement amounts to be based upon actual construction costs to be approved by City Council. Authorize the City Engineer to perform plan check and construction observation services. Dennis Delzeit, City Engineer DATE: October 14, 1986 • SUBJECT: PD-1010 - Moorpark Avenue Storm Drain Reimbursement BACKGROUND: The purpose of this report is to provide information and a recommendation for PD-1010 to construct drainage facilities that nrovide general public benefit beyond Palmer' s conditions of development. To begin to eliminate some of the drainage problems in the Moorpark Avenue area, the City Engineer has required that the storm drain in PD-1010 be oversized to serve the entire Moorpark Avenue Drainage Area (see Exhibit "A") . This storm *drain will be extended up to and across Los Angeles Avenue and be connected to the existing storm drain on the north side of the intersection. Construction of these drainage facilities will be a large step toward solving some of the drainage problems in the area. Presently, the storm water in Moorpark Avenue flows westerly into the Shasta Avenue Drainage Area (refer to Exhibit "A" ) . The Shasta Avenue drain is under capacity and construction of the Moorpark Avenue drain would .relieve part of the burden carried by the Shasta Avenue drain and provide for the extension of future drainage facilities up Moorpark Avenue. Originally, PD-1010 had proposed to install storm drainage facilities to handle only local drainage. However, it has become apparent that it would cost less to upsize this proposed storm drain in Moorpark Avenue than to increase the entire capacity of the existing Shasta Avenue drain from Moorpark Avenue to the Arroyo Simi . (EC )Z29.-SZ54 729 Moorpark Avenue Mccrpark, Ca!ifornia 22021 A ' Page -2- Because the upsizing and extension of the storm drain is not associated with the development, PO-1010 should be reimbursed for the additional costs of oversizing the storm drain in Moorpark Avenue. However, reimbursement should only be made after the project has been accepted by the City so that actual costs can be used. The preliminary estimated cost for each phase is as follows : UDsizing of Storm Drain: Additional Construction Cost: $ 94, 411 . 00 * Engineering Costs: $ 7 , 800 .00 * Subtotal $ 102 , 211.00 *Estimated cost figures supplied by the developer. Extension of Storm Drain Construction Cost: $ 170, 000 . 00 Engineering Costs: $ 18, 000 .00 Subtotal $ 188, 000 .00 Total Estimated Reimbursement: $ 290 ,211. 00 The Los Angeles Avenue AOC has $815 , 000 allocated for miscellaneous drainage improvements that may be used for this project. The Moorpark Avenue drainage area will be fully developed after PD-1010 is completed, therefore no additional development funds are anticipated to help construct this storm drain. . • • • Page -3- RECOMMENDED ACTION: After the storm drain is constructed and accepted by the City, reimburse PD-1010 for the upsizing and extension costs. Description of Services The City Engineer' s office will provide plan checking for the City' s portion of the storm drain that was extended as a part of PD-1010 (Palmer) . II . Scope of Consultant ' s Service 1. Provide plan checking of storm drain extended along Moorpark Road across Los Angeles Avenue as a • part of PD-1010 (Palmer) . 2 . The maximum amount not to be exceeded of $6 , 270 is based upon the City' s plan check fee schedule. The estimated cost of improvements is $108 , 000 . The total plan check fee deposit is $8, 360 .
