SUBJECT: Consider Resolution No. yfi Repealing
Resolution Nos. 88 -513 and 90 -627 Pertaining
to Parking Restrictions on Peach Hill Road,
Redesignating the Area Subject to Permit Only
Parking and Establishing NO STOPPING ANYTIME
Zones on said Street.

1. In October of 1988 the City Council adopted Resolution
No. 88 -513 establishing NO PARKING zones on Peach Hill
Road (see Exhibit 1).
2. In February of 1990, the City Council adopted
Resolution No. 90 -627 designating certain areas across
the street from Peach Hill Park (see Exhibit 2)
subject to PERMIT ONLY parking from 8:00 a.m. to 6:00
p.m. on Saturday and Sunday.
3. Recently, the City Council awarded a contract for the
construction of an asphalt overlay on Peach Hill Road.
In connection with that project, the City Council
received and filed a report on April 7, 1993,
outlining the proposed installation of new Bike Lanes
on portions of Peach Hill Road (see Exhibit 3) upon
the completion of the overlay project. The striping
design included a twelve feet wide parking/ Bike Lane
in those areas where residences fronted the street.

A. NO STOPPING
The attached resolution changes the above mentioned NO
PARKING restrictions to "NO STOPPING ANYTIME." This
change is consistent with similar action recently
taken by the City Council to improve traffic safety in
those areas where there are Class 2 Bike Lanes.
B. Location of Parking Restrictions
The exact location of the NO STOPPING restrictions
have been revised to better accommodate the new Bike
Lanes.
1. Peach Hill Road: East of Rolling Knoll Road --
Although that portion of Peach Hill Road east of
Rolling Knoll Road has been posted with NO PARKING
signs, this area was not included in the 1988
Resolution. It is recommended that this area be
included in the area proposed for the NO STOPPING
restrictions.
2. Peach Hill Road: Mesa Verde Drive to Christian
Barrett Drive
Bast Side: The 1988 Resolution established NO
PARKING restrictions on the east side of the
street from Mesa Verde Drive to a point just south
of Westgate Drive and on a short segment of street
just north of Christian Barrett Drive. It is
proposed that the new NO STOPPING restriction
extend from Mesa Verde to the north boundary of
the park and that there be no restriction along
the park frontage except for the short segment
just north of Christian Barrett Drive to provide
visibility at the intersection.
West Side: The 1988 Resolution established NO
PARKING restrictions at certain locations along
the west side of the street. It is proposed that
the new NO STOPPING restrictions be limited to
only that area between Annette Street and Honeybee
Street. Immediately north of Honeybee Street the
centerline transitions from a point twenty feet
(201) east of the westerly curbface to a point

twenty -three feet from the east of the westerly
curbface to accommodate the twelve feet (121) wide
BIKE LANE / parking lane to the north. It is
necessary to establish a NO STOPPING ANY TIME zone
in this area to accommodate this transition. No
homes front this segment of the street.
No restrictions are recommended north of Annette
Street to allow for a twelve feet (121) wide
parking /BIKE LANE in front of houses fronting this
street segment.
The area south of Honeybee Street will not have
BIKE LANE markings installed at this time. In
order to simplify the posting of signs and the
enforcement of parking restrictions in this area,
it is proposed that there be no parking
restrictions imposed in this area other than
Permit Only Parking (see below).
3. Peach Hill Road: South of Christian Barrett Drive
The 1988 Resolution imposed a NO PARKING
restriction on the west side of the street for the
entire length of this street segment. That
resolution also included a NO PARKING restriction
on the east side of the street for the first one
hundred feet north of Tierra Rejada Road. The
only change proposed is to change the restriction
to NO STOPPING ANYTIME.
C. Permit Only Parking
Previously, only certain segments of the west side of
Peach Hill Road across from Peach Hill Park (Honeybee
Street to Williams Ranch Road) were posted for Permit
Only Parking. In order to simplify traffic
enforcement, it is recommended that the west side of
the street, for the entire length from Honeybee Street
to Williams Ranch Road, be designated PERMIT ONLY
parking 8:00 a . m . to 6:00 p . m . on Saturday and Sunday.
Staff recommends that the City Council adopt the attached
resolution.
