SUBJECT: Application for Congestion Mitigation Air Quality
Funds (CMAQ)
The Ventura County Transportation Commission (VCTC) is requesting
that each jurisdiction submit projects for Congestion Mitigation
and Air Quality Improvement funds (CMAQ). It is recommended that
Council direct staff to submit a funding request for the purchase
and installation of bike lockers for the Metrolink Station, bike
racks for Arroyo Vista Community Park, and conversion of five City
fleet vehicles to alternative fuel.
Ventura County's CMAQ allocation over a six year period (beginning
in 1992) is approximately $17 million. Jurisdictions in the County
compete for the funds that must be used for projects that reduce
congestion and enhance air quality. The funds may not be used to
construct additional roadway capacity. The award of CMAQ funds
requires a 12.5% local match.
The priority list for award of CMAQ developed by VCTC is as
follows:
1. Clean fuel bus fleets and support facilities.
2. Improved public transit.
3. Bicycle facilities.
4. Traffic flow improvements.

In 19921 VCTC awarded the City $35,000 in CMAQ funds for the
operation of a commuter express bus service. As you may recall,
the purpose of the express bus service is to facilitate
transportation to the Metrolink Stations. The City's existing bus
service does not operate during Metrolink's departure and arrival
times. The funds for 1992 CMAQ projects have not been disbursed
due to a delay in the development of Federal funding procedures.
Staff proposes that the City submit four funding requests for the
following projects:
1. When the CMAQ application process was first presented to
jurisdictions, the Federal Transit Administration (FTA)
indicated that the local match requirement was 20 %. The
City's 1992 application included the 20% match. Since
then, the FTA has indicated that it made an error and the
match requirement has been lowered to 12.5 %, retroactive
to 1992. It is recommended that the City submit an
application for $4,800, which is the difference between
the 20% and 12.5% match.
2. Submit an application for $875 in CMAQ funds for the
purchase and installation of six bike racks at the City's
new Arroyo Vista Community Park. The City's local match
contribution would be $125.
3. Since the old lockers were removed during construction of
the rail station, submit an application for $2,625 for
the purchase and installation of bicycle lockers at the
Metrolink Station. The City's local match would be $375.
4. Submit an application for $6,560 for the conversion of
five City fleet vehicles to alternative fuel (propane).
The City's local match contribution would be $940. On
average, propane purchased retail is slightly more than
gasoline; however, propane fueled vehicles cost less to
maintain, increase the life of an automobile engine,
produce cleaner exhaust, have improved performance, and
are exempt from emissions' inspections. The Public Works
Department is currently studying other potential
alternative fuels besides propane. If one of the other
options is determined to be more efficient, then we could
substitute it for the propane.

The proposed CMAQ funding requests total $14,860 ($4,800, $875,
$2,625, and $6,560), and the City's total local match contribution
is $1,440 ($125, $375, and $940). Staff proposes that General
Funds be use for the local match. An appropriation is not needed
until after a grant award is received.
Staff recommends that Council direct staff to submit four
applications for Congestion Mitigation Air Quality funds for the
following projects:
1. $4,800 - Adjustment to the City's 1992 CMAQ award.
2. 75 - Bicycle racks for Arroyo Vista Park.
3. $2,625 - Bicycle lockers for the Metrolink Station.
4. $6,560 - Conversion of five fleet vehicles to propane
fuel.
