Mtg. 6/2/93' RE: Authorize the City Manager to Contract and Execute a Joint Powers Agreement with Thousand Oaks and /or other Cities for the Adjudication of Parking Citations. Background Effective July 1, 1993, Ventura County will no longer adjudicate parking citations. State legislation has decriminalized parking citations and placed responsibilities for adjudications with cities. The cities of Thousand Oaks, Simi Valley, Camarillo and Moorpark, are currently engaged in discussions regarding the cost effective administration of parking citations and their adjudication. The City of Moorpark currently contracts with the City of Thousand Oaks to provide the data processing necessary for the administration of parking citations. The adjudications of parking citations will require that there be an appointed hearing officer and the appropriate records will have to be maintained as to the disposition of various parking citation cases. It is proposed that the City of Moorpark enter into a joint powers agreement with the City of Thousand Oaks or other cities in our immediate area to adjudicate parking citations. The next meeting of the various cities will be on June 8, and it is hoped that at that time arrangement is made between 1.
