Mtg. 6/2/93) \;} r 16 .; - -- i a`r! RE: Consider Resolution 93- , Authorizing the Issuance and Countersigning of Warrants Pursuant to Chapter 3.12 of the Municipal Code. Background The City of Moorpark's authority for approving warrants is contained in Chapter 3.12 of the Municipal Code entitled "Claims Against the City ". Section 3.12.040 "Warrant - Issuance", states that "Whenever a demand is approved as provided in this chapter, the City Manager or in his absence, the Mayor or Mayor Pro Tem, shall draw and sign a warrant ". Section 3.12.050 "Warrant- Countersigning ", states "Any warrant drawn and signed by the City Manager, Mayor or Mayor Pro Tem as provided in this chapter, must be counter- signed by the City Treasurer or the City Treasurer's designee. The practice of the City has been more restrictive than the Municipal Code. It is the intent of this resolution to document the practice and establish the approval limits for the City Manager. The resolution classifies warrants into two types of warrants (i.e. payroll and demand warrants.) In the latter case, it is recommended that the warrant always be issued by an elected official. In the absence of the City Treasurer, the City Manager is designated to countersign the signature of the Mayor or Mayor Pro Tem.
