SUBJECT; CONSIDER INFORMAL BIDS FOR TRAFFIC SIGNAL EQUIPMENT
(ASSESSMENT DISTRICT 92-1)
OVERVIEW
This report represents a summary of the bids received for the subject project and a
recommendation to award a contract to procure these materials.
DISCUSSION
A. Background
On August 19, 1992 the City Council adopted a resolution of intention to create an
Assessment District in conjunction with public improvements for Mission Bell Plaza. The
Assessment District was broken down into two phases to assist the developer to meet a
September opening schedule.
Phase I (non-Caltrans right-of-way) was advertised and awarded for construction on
January 13, 1993. Phase II (within Caltrans right-of-way) is currently under Caltrans
review and should be approved for public bidding within the next few weeks.
One of the critical tasks in Phase II is the construction of the traffic signals at Los
Angeles/Park Lane and Los Angeles/Liberty Bell. Because of the amount of time that is
required to order the signals (roughly 2 months) Engineering has received bids for the
manufacture and delivery of the necessary components.
B. Analysis
Informal bids were requested from five (5) suppliers. Four(4) bids were received on May
12, 1993 of which only two were acceptable in content:
1. McCain Traffic Supply $37,312
2.. Consolidated Electrical Distributors, Inc. $39,524
Bids reqeived from Peek Signal Control Co. and California Electric Supply were incomplete.

C. Qualifications
The Assessment District's traffic signal designer has reviewed the low bid and deemed
it acceptable. From past experience with the low bidder, the Assessment District's traffic
signal engineer feels that McCain Traffic Supply is capable of supplying approved signal
components in a timely manner (60 calendar days). McCain shall also obtain all
necessary Caltrans certifications prior to delivery.
D. Fiscal Impact
Estimated cost for the traffic signal construction per the approved engineer's report, is
$286,166 plus 20% contingency. The cost to manufacture and supply the signal
components will be deleted from the Phase II Construction Contract.
RECOMMENDATION
1. Reject bids from Peek Signal Control Co. and California Electric as being
unresponsive to City's needs.
2. Award a contract to McCain Traffic Supply to provide Caltrans approved Traffic
Signal components for Assessment District 92-1 in the amount of $37,312.
3. Approve a ten percent (10%) contingency for the supplies and authorize the City
Manager to approve additional work, if required, for an amount not to exceed ten
percent (10%) of the contract price.
4. Authorize the Mayor to sign the necessary purchase order.
