CITY OF MOORPARK MOORPARK LIBRARY BOARD AGENDA REPORT TO: Moorpark Library Board FROM: Jessica Sandifer, Program Manager BY: Christine Conwell, City Librarian DATE: August 31, 2017 (Board Meeting of 09/12/2017) SUBJECT: Consider Library Collections Allocation for Fiscal Year 2017-18 BACKGROUND AND DISCUSSION As part of the City Council Policy 2.20: Moorpark City Library Materials Selection, "The Moorpark City Librarian and City Representative shall present an informational item to the Library Board each July identifying suggested allocation of collection budget resources to various types of materials for the Fiscal Year beginning July of that same year. The Library Board will provide suggestions to the City Librarian and City Representative who have final decision making authority on collection development." For Fiscal Year 2017-18, the City has allocated $60,000 for collection development within the Library Services Budget. The actual collections budget for materials is $57,000 with a $3,000 administrative fee charged by Library Systems & Services LLC (LS&S) (5% of purchases per the City's Agreement with LSSI). Each year, the three professional librarians work diligently using book lists, best seller lists, and with the school district lists to select material for purchase that will be best utilized by the residents of Moorpark. Librarian's, as part of the curriculum of their Masters in Library Science, learn best practices in collection development and utilize this knowledge along with demographics and other data to customize a collection of material specifically for their library. The City Librarian and City Representative have concluded, based upon evaluation of materials currently in the library plus purchasing trends of previous years and prior circulation statistics that the allocation of Collection Budget for Fiscal Year 2017-18 is proposed on the following chart. There are no budget or statistical changes from last year's proposal. The subscriptions to Overdrive (e-books and e-audiobooks), and 1 Library Board � September 12, 2017 Page 2 Brainfuse (online remote access homework help), and Bookletters (website rotating catalog linked book covers) as well as the Gale Virtual Reference Library database, will continue to be funded out of the technology budget. The subscriptions offer access to the databases and interfaces within our website plus a limited number of digital titles. MINUTES OF THE LIBRARY BOARD REGULAR MEETING Moorpark, California July 11, 2017 A Regular Meeting of the Library Board of the City of Moorpark was held on July 11, 2017, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: President McGregor called the meeting to order at 6:11 p.m. The City Clerk administered the Oath of Office to newly appointed Library Board Members David Landry and Candice Sunseri. 2. PLEDGE OF ALLEGIANCE: Board Member Rios led the Pledge of Allegiance. 3. ROLL CALL: Present: Board Member Goble, Board Member Rios, Board Member Sunseri, President Pro Tem Landry and President McGregor. Staff Present: Jessica Sandifer, Program Manager, and Christine Conwell, Librarian. 4. SPECIAL AGENDA ITEMS: A. Consider Nomination and Selection of President and President Pro Tern. MOTION: Board Member Landry nominated and Board Member Goble seconded the nomination of Board Member McGregor for President. The motion carried by unanimous voice vote. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY THE BOARD MEMBERS: Board Member Sunseri stated she had attended the American Library Association Annual Conference in June. President McGregor requested that Board Member Sunseri present what she learned at the ALA conference at the next board meeting. Board Member Goble requested an update on the new library. Mr. Laurentowski informed the Library Board that there would be an item on the July 19, 2017 City Council meeting regarding the status of the library and the soils testing. Board Member Landry announced Trivia Night will take place at the Library on July 13, 2017 at 6:00 p.m. President McGregor announced the Free Walking Tour with local historian Mike Winters will take place on High Street Saturday, July 22, 2017 at 10:00 a.m. President McGregor announced the Adult Summer Reading Club sign-ups for children and adults are taking place at the Library. Board Member Goble announced that she went to visit the Traverse City Library in Michigan, while on vacation. She discussed the uniqueness of the library, including the different spaces both indoor and outdoor for children to interact and participate in creative projects. Board Member Rios announced the Library is preparing the Virtual Reality system for use in future programming. 8. PRESENTATIONS/ACTION/DISCUSSION: A. Consider the Moorpark City Library Quarterly Report for the Fourth Quarter of Fiscal Year 2016-17 (April, May, and June 2017). Staff Recommendation: Receive and file report. Ms. Conwell gave the report. Staff and the Board Members discussed the Quarterly Report including questions regarding the book drop bins, virtual reality equipment, and the Eniki free library. They also discussed statistics related to the Overdrive E- book service and ways the library staff are attempting to increase e-book circulation. • B. Cerritos Library Tour Recap. Oral Report • President ProTem Landry and Board Member Rios gave the report. 5 Staff and Board Members discussed the areas in the Cerritos Library that might be considered for inclusion in the new Moorpark City Library. C. Serving with a Purpose Conference Recap. Oral Report Board Member Rios recapped his attendance at the Serving with a Purpose Conference. The Board Members and staff discussed starting fundraising for the new library as soon as possible. The Board Members discussed moving the Library to a part of the City where there is more population as a way of improving and expanding the library for a lower cost. However, it was pointed out by staff that the purchase of land anywhere else would increase the cost of the library project because the City already owns the proposed site and the Library patrons are used to coming to the Civic Center location. 9. CITY OF MOORPARK MOORPARK LIBRARY BOARD AGENDA REPORT TO: Moorpark Library Board FROM: Jessica Sandifer, Program Manager BY: Christine Conwell, City Librarian, Library Systems & Services, LLC, with significant input from the Librarians. DATE: August 31, 2017 (Board Meeting of 09/12/17) SUBJECT: Consider the 2017 Summer Reading Club Summary Report DISCUSSION For the 2017 Summer Reading Club (SRC), Reading by Design, the Moorpark City Library offered a hybrid paper and digital program. The online component was very popular with teens, however, the majority of participants preferred the paper log. Library Staff believe that participants preferred the paper log because it was familiar to them and did not require a learning curve. Library Staff will examine and evaluate this year's registration procedures and design a more customer-friendly program for next year's public and staff. The summer reading programs were designed to attract children, teens, and adults to our library by offering fun prizes and weekly drawings for teens and adults as incentives to participate. Several regular and special events were scheduled to bring participants into the library and expose them to the many books and resources we offer. Collection displays were changed throughout the summer to reflect the programs being offered and provide additional information. Because prizes continue to be a large draw for participation in the SRC, Library Staff will evaluate the cost effectiveness, prize structure, and overall contribution to the successfulness of the program. The overall quantity of SRC programs decreased this summer which resulted in a decrease of attendance. Children's programming did see an increase in participants per program over last year. Library Staff have identified two additional factors that led to decreased participation. First, two elementary schools held their own summer reading programs. Despite being told that their school reading logs would also count towards the Moorpark City Library's SRC, none of the students brought them in. Secondly, the Boys and Girls Club did not participate in our event as they had in the past. Library Staff will investigate ways to increase participation in 2018 and set aggressive participation 7 Library Board Meeting September 12, 2017 Page 2 goals. We will expand outreach efforts by more innovative and effective marketing and research other ways to partner with the schools and local businesses. Attendance: 93 Program Highlights By Design, the children's programing included 3 STEM performers and a Design Club for children in Grades 3-5. The Design Club focused on Engineering, Art and Aerodynamics. For the Engineering program, children listened to books about simple machines and levers, played a collaborative matching game about the vocabulary terms and made a catapult lever. The Art focused on abstract art and watercolor. The same format of listening to books about the subject, playing a vocabulary game and creating a watercolor picture of shapes and string art. The last one on Aerodynamics, the group made and flew paper airplanes competitively. Over 20 teens came together to create our first ever teen zine. This project was spearheaded by our Teen Advisory Group, who sorted and assembled all entries into the final product. This final product showcases the immense talent and creativity of Moorpark teens as well as their myriad interests from memes to math. The final product will be given to all participants, added to the library collection, and distributed in the library. The Walking Tour of High Street on July 22 exceeded Library Staff's expectations. Local historian Mike Winters led 93 participants of all ages back through time as we explored the ever changing role of High Street. Water and granola bars were provided by the Library. At the end of the tour, Winters was available at the library to sign copies of his book. Staff learned that the event had been shared by multiple Facebook groups, such as the Mom's of Moorpark, which led to the increased attendance.
