BACKGROUND In late 1991, the City commenced construction of new sidewalk, curb, and gutter along the north side of Los Angeles Avenue, between Millard Street and Spring Road. The sidewalk construction required the removal of shrubs and trees along the right -of -way, exposing the old, deteriorated property wall. Several property owners requested that the City consider the replacement of the wall. The City Council referred this request to the Public Works, Facilities, and Solid Waste sub - committee for further review. Staff was directed to meet with the property owners in the field to discuss wall options. Pursuant to direction of the sub - committee, the City Engineer conducted a survey of the affected properties and prepared a preliminary design for the subject project. At the meeting of September 9, 1992, the City Council considered the various design options addressed in that preliminary design and directed the City Engineer to proceed with the preparation of a design package to include the following bid alternates: 1. a precision block wall; 2. a precision block wall with a stucco veneer; and, 3. a wall constructed of pre- fabricated panels. Pro'ect Design The wall design is a property wall along Los Angeles Ave. The wall will be 8' high when viewed from Los Angeles Ave., and up to 10' high when viewed from the properties on Sherman Ave. (It may retain up to 2') . The construction of the wall will require the temporary removal and replacements, and some permanent relocations, of several structures and landscaping, both on private property and on the Caltrans right -of -way. A temporary fence will be installed along each of the properties rear yards during construction of the wall. (Plans will be submitted under a separate cover. Specifications will be available upon request). Alternate 1 - Precision Block: This alternate will utilize standard 8" concrete block, grout, mortar, and rebar. Pilasters will be located at property corners and a decorative cap provided. Alternate 2 - Precision Block w /Stucco: This alternate will utilize the same design criteria as Alternate 1, with the addition of a stucco veneer. Alternate 3 - Prefabricated Wall: Prefabricated interlocking panels are commonly used in new tract development and by Caltrans along state highways. These panels are manufactured by many companies, each of which incorporated its own decorative influences. These panels can be custom designed for earth retention and for various heights. Installation of these panels is usually done by the use of a crane or forklift. This alternate requires that the bidders submit a proposal to install a prefab wall. This proposal shall include general specifications and a price for the specific structural design and installation of a prefab wall, utilizing all of the design criteria shown in the plans and bid specifications. Sherman Wall Page 3 Prefab walls are standard in construction and installation. Custom consideration, however, must be given to site specifics during the manufacturing of the wall. The wall manufacturer provides the design service in their cost of supplying the wall. If, after receiving bids, the City chooses to go with this alternate, the contractor shall be given 30 days to provide a final structural design and specification. The manufacturer's structural design and specifications shall meet Caltrans standards and shall be reviewed and approved by the City. A grape stake or slump stone finish are the two textures to be considered. B. Caltrans Permit Because construction equipment, materials, and lane closures will be on the Los Angeles Ave. right -of -way, a Caltrans permit will be required. It is anticipated that the majority of the wall will be on private property, however, footings and veneer may lap onto Caltrans right -of -way where obstructions on private property necessitate. C. Fiscal Impact 1. Construction Cost Estimate: The estimated cost of construction for each Bid Alternate is as follows: Bid Alternate Cost Est. Budget: This project was not included in the FY 1992/93 Budget. It is recommended that the Budget be amended. RECOMMENDATION (Roll Call Vote Required) Staff recommends that the City Council take the following actions: 1. Appropriate $189,000 from Fund 027 (L.A. AOC ) and amend the FY 1992/93 Budget by adding the subject project; 2. Approve the plans and specifications for the subject project; and 3. Authorize staff to advertise for receipt of bids for the subject project. DIL:cdc 011393.
