G�!: CifyCound: of -..3 N: By SUBJECT: Consider Bids for the Construction of Landscaping Improvements at Arroyo Vista Community Park BACKGROUND A. Project Design: The City retained the services of T. I Maloney, Inc., to prepare the landscape architectural design for Phase I (the westerly thirty plus acres) of Arroyo Vista Community Park. The full scope of those design services is set forth in Exhibit 1. B. Scope of Initial Construction: Due to funding limitations, the plans and specifications for the initial construction effort will not include all of the improvements designed. The reduction in the scope of initial construction is described in Exhibit 2. C. Advertise for Bids: On November 18, 1992, the City Council authorized staff to advertise for receipt of bids for the proposed project. DISCUSSION A. Scope of Work The Scope of Work for the proposed is generally limited to irrigation, landscaping, a few walkways, security lighting and lights in the westerly parking lot. Significant amenities, such as playground equipment, Tot Lots, etc. have been deferred to future phases of construction. The trees will be provided (and planted) by the City. A more complete description of the Scope of Work is set forth in Exhibit 2. B. Bid Results Bids for the subject project were received and opened on January 11, 1993. Bid Error American Landscape, Inc. has submitted a request (Exhibit 5) that their bid be withdrawn due to a clerical error. D. Add / Deduct Alternates The bid documents include both ADD ALTERNATES and DEDUCT ALTERNATES. A description of these Bid Alternates is included in Exhibit 2 attached. The Contract documents allow the City to award a contract for any combination of these alternates. E. Moisture Sensors One of the Add Alternates is for adding moisture sensors to the irrigation control system. These devices permit the system to detect when irrigation is not required and override the scheduled watering. Such devices dramatically reduce the amount of water consumed and are, therefore, very cost effective. Although the cost savings is not anticipated to be as great with a system using well water, it is the opinion of staff that this addition would still result in a long term cost savings. F. South Slope Planting The southerly perimeter of the park is a hillside with native vegetation. Twice per year the City must undertake weed abatement efforts on this slope. The estimated annual cost of for weed abatement on that portion of the slope within the Phase I design area, is approximately $7,500. The construction of irrigation and landscaping on this slope will eliminate the need for weed abatement on this portion of the slope. The weed abatement cost savings will, to some degree, be replaced with maintenance costs. The amount bid by American Landscape, Inc. for this additional work is $31,892. This amount is equal to the cost of weed abatement over a four ( 4 ) year period. The amount bid by Valley Crest Landscape for this additional work is $63,800. This amount is equal to the cost of weed abatement over a seven (7) year period. G. Maintenance Period As described in Exhibit 2, the bid documents include provisions for reducing the maintenance period from ninety (90) days to either sixty (60) days or thirty (30) days. If one of these wp\rpt \avpl_aw Arroyo Vista Community Park Landscape Improvements Page 3 options is exercised, the maintenance would have to be assumed by the City through its maintenance contractor. A comparison of monthly maintenance costs is as follows: Maintenance Cost Name of Firm per Month ($) Valley Crest Landscape 8,000 American Landscaping 14,000 Turf -Pro 6,700 It is recommended that the the maintenance period be reduced to sixty (60) days [Deduct Alternate #1]. The net savings with this option will be $1,300 ($8,000 - $6,700). H. Options The scope of work could be based on any number of combinations of the Base Bid plus alternates. Staff has identified four options for the City Council's consideration, which are described as follows: Option A: Base Bid Only. Option B: The Base Bid plus the addition of moisture sensors. Option C: The Base Bid plus the addition of moisture sensors and the planting of the South Slope. Option D: The Base Bid plus moisture sensors and the reduction of the maintenance period from ninety (90) days to sixty (60) days. Option E: The Base Bid plus the addition of moisture sensors, the addition of the planting of the South Slope and the reduction of the maintenance period from ninety (90) days to sixty (60) days. Attached as Exhibit 4 is a listing of the bids for these options, including the bid presented by American Landscape, Inc., the firm requesting that their bid be withdrawn. I. Recommended Scope of Work Staff recommends the award of a contract for the Scope of Work described in Option E: the Base Bid plus moisture sensors, the wp \rpt \avp1_aw Arroyo Vista Community Park Landscape Improvements Page 4 South Slope and the reduction of the maintenance period to sixty days. The Contract Price for this scope of work submitted by Valley Crest Landscape is $565,330. The Landscape Architect's estimate for this scope of work is $837,691. J. Fiscal Impact 1. Staff has reviewed the information provided and has made inquiries into the reference given by the three lowest bidders. Staff has determined that the three lowest bidders are all qualified to construct the project. It should be noted that the apparent low bidder, Valley Crest Landscape, Inc., is the Contractor which constructed Peach Hill Park. RECOMMENDATION Staff recommends that the City Council take the following actions: 1) Approve the request (Exhibit 5) made by American Landscape, Inc. that they be allowed to withdraw their bid and bid bond due to clerical error. 2) Approve the scope of the project as defined in Section G above herein. 3) Award a contract for the construction of said project to Valley Crest Landscape, for the bid amount of $565,330.00; 4) Approve a ten per cent contingency for the project and authorize the City Manager to approve additional work, if required, not to exceed ten per cent (10 %) of the contract price; and, 5) Authorize the Mayor to sign necessary contract documents. wp \rpt \avpl aw Exhibit 1 Page 1 ARROYO VISTA COMMUNITY PARK LANDSCAPE ARCHITECTURAL SERVICES SCOPE OF WORK 1) Basis of Design: The Park Master Plan prepared by B.S.I. 2) Phase I Limits: The westerly thirty -three acres (plus or minus) of the park site. 3) Accommodation of Future Phases of Construction: All of the elements of construction within Phase I shall be designed to adequately accommodate all planned future phases of construction. 4) Open Turf Area: From a point just east of the westerly two softball fields, the design defers from the Park Master Plan by providing for an open turf area suitable for soccer and other open field sports. 5) Reconstruction of Open Turf Area: The design shall accommodate the planned future reconstruction of a third softball field by providing initial irrigation and planting designs which can be modified with the least costs possible. 6) Building Pad Area: Design of landscaping in the ten acre area around the building is not a part of this contract. Said design is to be provided by the Building Architect. 7) Rough Grading and Storm Drain Plan: Copies of the Rough Grading and Storm Drain Plan were made available to the landscape architect. 8) Grade Separation: The Rough Grading Plan calls for a stepped grade separation of several feet at various key locations. The design shall accommodate this grading scheme. 9) Final Grading: The design shall include fine grading as required. 10) Utilities: Utilities shall be provided to the site. 11) Rest Rooms: DELETED 12) Concession Stand: DELETED wp \rpt \avp1_aw Exhibit 1 Page 2 13) Tot Lot: The construction of one Tot Lot play area just east of the softball field was added to the scope of the design effort. 14) Second Tot Lot: NOT INCLUDED 15) Picnic Shelters: DELETED 16) Entry Statement & Monument Sign: The design effort shall include an Entry Statement and Monument sign. 17) Signing Plan: The design includes a signing plan shall for all directional and identification signs. 18) Miscellaneous Hardscapes & Other Amenities: The design shall include provisions for adequate sidewalks, curbing, picnic areas, Bar -B -Q stands or pits, tables, benches, bleachers, drinking fountains, bicycle storage areas and other appropriate improvements and amenities. 19) Temporary Parking Lot: The design shall include the construction of an unpaved (gravel) parking lot in the area east of the baseball fields. 20) Pedestrian Safety & Security Lighting: The design shall include provisions for adequate pedestrian safety lighting and security lighting where required, including the temporary parking area. 21) Softball Fields: The softball fields shall be designed by a qualified person or firm experienced in designing such facilities. The Proposal shall include references and /or documentation demonstrating such qualifications. 22) Softball Field Lighting: A design for softball field lighting was ADDED to the Scope of the design effort. Said lighting design shall be performed by a qualified person or firm experienced in designing such facilities. 23) Phase I Softball Field Lighting Conduits: The design effort shall include provisions for the placement of all conduits and pull boxes in the Phase I area, necessary to facilitate the future construction of the playing field lighting. 24) Future Lighting Requirements: The design for the electrical systems shall make provisions for the adequate wp\rpt\avpl_aw Exhibit 1 Page 3 and proper lighting of future improvements, including the softball fields noted above, tennis courts, parking, etc. 25) Soils Preparation: The landscape design should include all soils testing necessary to prepare a design for a soils amendment program for the entire park. 26) Slope Stabilization: The landscape design should include adequate provision for slope stabilization, including hydro- seeding where necessary. 27) Erosion Control Plan: The landscape design should include adequate provision erosion control during the construction of the park. 28) Landscaping: The landscape design shall provide for a pleasing mix of plant materials consistent with the provisions of the Park Master Plan and compatible with the area, climate and soils conditions. An effort should be made to stress plant species which are drought tolerant. The plant materials selected should demonstrate an effort to incorporate water conservation measures. The Proposal shall include a discussion of the approach to be taken in determining the type of turf grass seed to be used. 29) Trees: The landscape design should include ample provisions for the planting of a variety of species of trees suitable for the areas and uses intended. 30) Irrigation System: The design for the irrigation systems shall demonstrate an effort to incorporate low water usage devices, equipment, materials and techniques. All irrigation systems shall be equipped with automatic controllers. The automatic irrigation control systems shall be equipped with electrical harnesses enabling the remote operation of valve controls with devices now in use on other City facilities. 31) Two Irrigation Water Sources: The irrigation system shall be designed to accommodate two sources of water supply. The primary water source shall be two on -site water wells owned by the City. The secondary water source shall be the domestic water service provided to the property. The design shall include equipment to enable the user to change from one source to the other at any time. Appropriate and adequate backflow prevention, filtration and cross connection prevention shall be provided. wp\rpt \avp1_aw Exhibit 1 Page 4 32) Water Wells: The design effort shall include pressure testing of the water wells to determine flow rate design parameters. If necessary, the design shall include provisions for any required pressure regulation equipment on the water well supply line. 33) Potable Water System: The design shall provide for a separate potable water system for all drinking fountains, rest rooms, etc. 34) Control Facilities Plan: The design shall include a plan for the location of all irrigation and lighting control facilities. 35) Field Certifications: The service to be provided by the Architect shall include field certification of all equipment and materials placed by the Construction contractor. 36) Maintenance Phase: The landscape design should include a requirement that the construction contractor maintain all improvements for an adequate and suitable period of time after completion and acceptance by the City. 37) Maintenance Program: The landscape design should include a description of a long term maintenance program for all plant materials and irrigation systems. 38) American Disabilities Act: The design for all improvements shall meet or exceed the requirements of the American Disabilities Act and /or other applicable handicap access requirements. 39) Other Resources: Other resources available to the consultant include the property survey, topographical survey, hydrology study and geotechnical soils report. 40) Diagram: A diagram depicting the above design is attached. wp\rpt \avpl_aw E-4 M, �V- LI - - 1. ,3,4'-7MVd AIMMig/p I oo,�j--) 4 00 r r j 0 -bO 00- Cif Ql) 0 Q 0' 'IH'VdHoojy jo A_Llj 0 O-a80 L7 CO n( t) () c) C-.) Generally, construction will be limited to irrigation, landscaping, a few walkways, security lighting and lights in the westerly parking lot. Significant amenities, such as playground equipment, Tot Lots, etc. have been deferred to future phases of construction. Attached is a diagram depicting this reduced construction effort. B. All of trees are to be provided by the City. The source of the trees include the Boething Lease Account. The bidder is required to provide unit prices to be used in the event the City wishes the Contractor to provide some of the trees. C. In order to reduce costs, tree planting was NOT included in the Construction Scope of Work. This allows for tree planting to be provided by volunteer efforts or by City forces. In the event it should become necessary, an ADD ALTERNATE (see below) was included to allow the City to retain the Contractor to perform this work. D. In addition to the gravel parking lot included in the Landscape Architect's Scope of Work, the bid package also includes the construction of the gravel parking lot just east of the building pad, and the construction of the gravel road from the end of the paved street to the gravel parking lot near the softball fields. E. ADD ALTERNATES: A number of the elements of the overall project design (Exhibit 1) have been identified as ADD ALTERNATES. They are described as follows: 1. South Slope -- Provide landscaping and irrigation on the slopes along the southerly and westerly perimeter of the project. 2. North of the Road -- Provide landscaping and irrigation on park property located north of the access road. 3. Tree Planting -- Provide tree installation for all trees called for on the plans. 5. Entry Monument Sign -- Provide and install entry monument sign. F. DEDUCT ALTERNATES: The specifications require the Contractor to provide maintenance for ninety (90) days.
