Aguilera, Director of Community De�elopme DATE: January 20, 1993 SUBJECT: OFF AGENDA ITEM FOR THE CITY COUNCIL' S MEETING OF JANUARY 20, 1993 URBAN STREAMS RESTORATION GRANT — DUE JANUARY 29, 1993 BACKGROUND: On Friday, January 15, 1993 staff attended a meeting regarding an application for the Urban Streams Restoration Grant with Supervisor Vicky Howard, members of the Environmental Coalition, as well as members from the Mountains Recreation and Conservation Authority. DISCUSSION: The Environmental Coalition has requested that the City act as a co-sponsor in application for the 1993 Urban Streams Restoration Grant. Solicitation of the City as a co-sponsor for the grant occurred subsequent to the preparation of the January 20, 1993 Council agenda. The grant is due by January 29 , 1993 ; therefore, approval of the City as a grant co-sponsor must occur prior to the February 3 , 1993 Council meeting. In coordination with the Environmental Coalition, the City would be a co-sponsor for the grant. All sponsors must contribute something to the project. The contribution may be a financial match of the grant, an in kind contribution, or a combination of both. Examples of in kind contributions include: labor, materials, expertise, heavy equipment, and money. By agreeing to be a grant co-sponsor, the City ' s in kind contribution could be in the form of staff expertise. The Environmental Coalition' s in kind contribution would not be in the form of financial dedication, instead it would be dedication of volunteer time and expertise. Therefore, by acting as a co-sponsor the City would be responsible for paying the up front cost of the grant with reimbursement of the money only after proof of the restoration is submitted to the California Department of Water Resources. It is anticipated that the grant application is for the restoration of an area within the Arroyo Simi, see attached. Some study areas may be located outside of the City limits. However, if the City choose to be a co-sponsor the City could apply for grant funds only for areas within the City limits. The proposed grant application area has been identified as one of the most beautiful areas within the Arroyo Simi. Additionally, the area has been identified as a riparian habitat area where the Least Bell ' s Vireo (an endangered species) was identified last year. Solicitation of grant funds will be for the restoration of a targeted area within the Arroyo (as seen in the attached) . Additionally, part of the grant funds will be dedicated for the development of a management plan for the continual beautification of the Arroyo Simi. A multi-agency committee would be responsible for the development of the management plan. The City would be the final approval body for management plan recommendations generated by the Committee. In summary, the City' s obligation would be to assist in the development of a management plan through dedication of staff review time, and dedication of up front monies. Additionally, should the City be selected as a recipient of the Urban Streams Restoration Grant, finance department staff time would be required to manage the distribution of up front funds so that records could be adequately maintained for reimbursement to occur when restoration is completed. As proposed by the Environmental Coalition, the City will be required to hastily assist in developing a viable grant proposal. Additionally, it is anticipated that the City will have a maximum of one day to review the draft grant proposal. Staff is concerned with the hasty manner in which the grant is to be prepared and in which the City will be required to review the grant proposal in order to meet the January 29, 1993 deadline. Furthermore, it is staff ' s understanding that the grant will continue to be available in future years. Therefore, it is possible that during the 1993-1994 fiscal year the City will be able to act as a co-sponsor with the Environmental Coalition in application for the Urban Streams and Restoration Grant.
