SUBJECT: Consider Resolutions Adopting Revised Park Improvement Zone
Boundaries and Transferring Certain Assets, Liabilities, and Fund
Balances of Park Improvement Zones; and Revision to Policy 6.8 of
the City Council Policies Resolution
BACKGROUND & DISCUSSION
On November 15, 2017, the City Council approved changes to the Park Improvement
Zone Boundaries by approving recommended Option A, which defines the Zones in a
north and south orientation with the Park Zone Boundary established along Los Angeles
Avenue and State Route 23. This puts the part of the City north of Los Angeles Avenue
and east of the 23 Freeway in Park Zone 1, and the southern half of the City in Park
Zone 2. The City Council also approved the continuance of the Community Wide Park
Zone.
Staff pulled the Resolution at the meeting to clarify the City Council action. Staff has
prepared two resolutions and a revision to Policy 6.8 — Allocation of Park Improvement
Fee Payments of the City Council Policies Resolution. The first resolution (Attachment
1) has been drafted to adopt the Park Improvement Fund Zone Boundary Map, as
approved by City Council on November 15, 2017. The second resolution (Attachment
2) contains the budget amendment information to move the expenditures from Park
Development Fee Zone 2 Fund (2012) to the renamed Park Improvement Zone 2017-1
Fund (2011). Lastly, a revision to City Council Policy 6.8 — Allocation of Park
Improvement Fee Payments has been drafted and includes the changes to the park
zone boundaries and clarifies where and when it is appropriate to use Community-Wide
Park Improvement Funds. Currently Policy 6.8 states that 60% of the fees collected in
the Park Improvement Fund would be used for neighborhood park facilities and 40% for
community park facilities. No changes are being made to this distribution formula.
Attachment 3 contains the revisions to Policy 6.8 in legislative format.

FISCAL IMPACT
As discussed on November 15, 2017, the modification of the boundaries requires the
closure of the Park Development Fee Zone 2 Fund (2012) and the transfer of all
remaining assets, liabilities and fund balances, including an expenditure appropriation of
$40,000 to the Park Improvement Zone 2017-1 Fund (2011). The attached resolution
includes these changes.
STAFF RECOMMENDATION (ROLL CALL VOTE)
1. Adopt Resolution No. 2017- Adopting Park Improvement Fund Zone
Boundary Map; and
2. Adopt Resolution No. 2017- Transferring Certain Assets, Liabilities, and
Fund Balances, of the Park improvement Zones; and
3. Approve revision to Policy 6.8 - Allocation of Park Improvement Fee Payments
and direct staff to include the revised Policy 6.8 in the next update of the City Council
Policies Resolution.

RESOLUTION NO. 2017-
A RESOLUTION OF CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ADOPTING PARK IMPROVEMENT
FUND ZONES BOUNDARY MAP
WHEREAS, on December 6, 2000, the City Council approved changes to the
boundaries of the Park Improvement Zones (Zones) from six Zones to three Zones,
including a Community Wide Zone; and
WHEREAS, a staff report was presented on November 15, 2017, to the City
Council discussing the need to revise the Zone boundaries, from three Zones to two
Zones, including a Community Wide Zone.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Park Zone boundaries are hereby amended from three zones to two
zones, as depicted in Exhibit "A", attached to this Resolution.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

ZONE 2 FUND (2012) AND TRANSFERRING ITS REMAINING
ASSETS, LIABILITIES AND FUND BALANCES TO PARK
IMPROVEMENT ZONE 2017-1 FUND (2011)
WHEREAS, on December 6, 2000, the City Council approved changes to the
boundaries of the Park Improvement Zones (Zones) from six Zones to three Zones,
including a Community Wide Zone; and
WHEREAS, a staff report has been presented to the City Council discussing the
need to revise the Zone boundaries, from three Zones to two Zones, including a
Community Wide Zone. Consistent with this change, staff is recommending to rename
the Park Development Fee Zone 1 Fund (2011) to Park Improvement Zone 2017-1
Fund (2011); and Park Development Fee Zone 3 Fund (2013) to Park Improvement
Zone 2017-2 (2013); and
WHEREAS, the rezoning of the boundaries will require the closure of Park
Development Fee Zone 2 Fund (2012); the transfer of any remaining assets, liabilities
and fund balances; and budget transfer of $40,000 expenditure appropriations to Park
Improvement Zone 2017-1 Fund (2011); and
WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said
budget amendment and the resultant impact to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Park Development Fee Zone 1 Fund (2011) is hereby renamed as
Park Improvement Zone 2017-1 Fund (2011) and Park Development Fee Zone 3 Fund
(2013) is hereby retitled as Park Improvement Zone 2017-2 Fund (2013).
SECTION 2. Park Development Fee Zone 2 Fund (2012) is hereby closed and all
assets, liabilities and fund balances are transferred to Park Improvement Zone 2017-1
(2011).
SECTION 3. The aggregate budget transfer of $40,000 from Park Development
Fee Zone 2 Fund (2012) to Park Improvement Zone 2017-1 Fund (2011) as more
particularly described in Exhibit "A", attached hereto, is hereby approved.
SECTION 4. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

REVISION TO POLICY 6.8 OF CITY COUNCIL POLICIES RESOLUTION
Policy 6.8: Allocation of Park Improvement Fee Payments
Chapter 16.44 of the City's Municipal Code, Public Parkland Dedications and/or Fees,
includes requirements for the Amount of Fee in Lieu of Parkland Dedication (Section
16.44.050), and Limitation on Use of Land and Fees (Section 16.44.100). Ordinance
No. 52, adopted on October 14, 1985, established a fee for new apartment houses and
mobilehome parks for the purpose of providing park and recreational facilities to serve
the future residents. Additionally, parks and recreation fees are required as a standard
condition of approval for new commercial and industrial projects. The City Council has
adopted by Resolution No. 2017- two Park Improvement Fund Zones. Park Zone
1 is located north of Los Angeles Avenue and east of State Route 23. Park Zone 2 is
located south of Los Angeles Avenue and west of State Route 23. The Park
Improvement Fund Zone boundary map is included within the referenced resolution.
This policy is intended to supplement Chapter 16.44 and Ordinance No. 52 and
formalize as a N e-4ousliid-opted policy of the City Council that fees paid in lieu of
parkland dedication for residential subdivisions, apartment houses, mobilehome parks,
and commercial and industrial projects (hereinafter referred to as park improvement fee
payments) -shall be deposited into the City's Park Improvement Zone Funds and used
as follows:
• and—sSixty percent (60%) of such park improvement fees payments will be
placed in the Park Improvement Zone Fund in which the land development
project is located and will be used for neighborhood park facilities within the Park
Improvement Zone; and
• and (Forty percent (40%) of park improvement fee payments will be deposited in
