Bobardt, Community Development Director DATE: November 22, 2017 (CC Meeting of 12/6/2017) SUBJECT: Consider Resolution Declaring Moorpark to be a Bicycle Friendly City BACKGROUND/DISCUSSION On November 15, 2017, County Supervisor Steve Bennett gave a presentation to the City Council on the Cycle California Coast program to promote national and international bicycle tourism in Santa Barbara and Ventura Counties. Supervisor Bennett requested the City to adopt a resolution supporting the efforts of the Cycle California Coast organization, as has been done by other cities and by both Ventura County and Santa Barbara County. The City of Moorpark has policies that support the creation and enhancement of bicycle infrastructure throughout the city in its 1992 General Plan Circulation Element. In addition, the Council adopted a Bicycle Transportation Plan in 2008, which serves as a guide for enhancing and expanding the city's bicycle infrastructure with a stated goal of providing for greater local and regional connectivity of this infrastructure. In 2012, the Council declared Moorpark to be a Healthy Eating Active Living City, calling for the City to plan and construct a built environment that encourages walking and bicycling. Along with health and environmental benefits, bicycling also provides economic benefits to a supportive community. Besides the initial purchase of a bicycle, bicyclists spend money on accessories, apparel, and repair as well as food and drinks during their rides, supporting local businesses. The Bicycle California Coast organization provides website information www.cyclecalcoast.com on popular recreational bicycle rides in Santa Barbara and Ventura Counties and it lists bicycle friendly businesses in both counties, those that provide safe bicycle parking, complimentary water, restrooms and a welcoming attitude to bicyclists. Registration as a bicycle friendly business is free, and the businesses that have registered appear on a roster by city as well as on the bicycle route maps provided on the website. 675 Honorable City Council December 6, 2017 Page 2 Adopting the attached resolution will declare that Moorpark is a Bicycle Friendly City, encouraging, where practical, the development of bicycle infrastructure, the support of bicycle friendly businesses, and the promotion of our region as a world-class destination for bicycle tourism. The benefits of supporting this vision of the Cycle California Coast organization include creating positive visibility of the region as a tourist destination, providing greater recognition and information about the bicycling opportunities in the region, expanding the base of bicycle friendly businesses to both local bicyclists and bicycle tourists, encouraging bicycle infrastructure improvements for the general public, and providing for greener transportation and tourism opportunities. Attachment: Draft Resolution 676 RESOLUTION NO. 2017- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DECLARING MOORPARK TO BE A BICYCLE FRIENDLY CITY WHEREAS, bicycle riding provides healthy exercise and enjoyment while taking vehicle trips off our roads and decreasing congestion, pollution, and greenhouse gas emissions; and WHEREAS, bicycle tourism is growing in popularity in the coastal counties of California with their mild climate, exceptional scenery, and numerous points of interest, attracting bicyclists from around the world; and WHEREAS, local bicyclists and bicycle tourists, on both day rides and extended tours, help support the local economy by patronizing local businesses on their bicycle rides; and WHEREAS, on May 13, 1992, the City Council adopted Resolution No. 92-856, adopting a Circulation Element of the Moorpark General Plan, which includes policies and objectives that support the creation and enhancement of bicycle infrastructure throughout the city, including bicycle paths, bicycle lanes, and bicycle routes; and WHEREAS, on November 19, 2008, the City Council adopted Resolution No. 2008-2772, adopting the 2008 Moorpark Bicycle Transportation Plan, which serves as a guide to enhance and expand the City's existing network of bicycle facilities, connect gaps, address constrained areas, provided for greater local and regional connectivity, and encourage more residents to bicycle; and WHEREAS, on October 3, 2012, the City Council adopted Resolution No. 2012- 3132, declaring Moorpark to be a Healthy Eating Active Living (HEAL) City to plan and construct a built environment that encourages walking and bicycling; and WHEREAS, Moorpark has developed a network of multi-use trails, bike paths, and bike lanes throughout the city that provide scenic rides that can be enjoyed by bike riders of all abilities, with connections to regional bikeways; and WHEREAS, Moorpark has many businesses which provide support to bicyclists traveling through the area, including a bicycle shop, eating establishments, and other businesses that serve both individual bicyclists and bicyclists riding in groups such as the Moorpark Bike Rides group, the Conejo Valley Cyclists, the Channel Islands Bicycle . Club, the San Fernando Valley Bicycle Club, and others; and WHEREAS, many organized bicycling events have passed through Moorpark, including professional races, charity rides, and fun rides, attracting hundreds or thousands of participants and/or spectators, including Amgen's Tour of California, Los CC ATTACHMENT 677 Resolution No. 2017- Page 2 Angeles Wheelmen's Grand Tour, and other organized rides of various lengths and difficulties; and WHEREAS, cities, counties, tourism councils, businesses, and volunteers in Ventura and Santa Barbara counties have formed the "Cycle California Coast" organization to promote national and international bicycle tourism in Ventura and Santa Barbara Counties; and WHEREAS, Cycle California Coast has a rapidly growing "Bicycle Friendly Business" program and a promotional website cyclecalcoast.com and is actively promoting bike lanes for our region's most iconic recreational rides; and WHEREAS, making the City of Moorpark even more bicycle friendly will pay great dividends for local riders, bicycle tourists, businesses that welcome cyclists, those without cars, and the environment. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. This Council declares the City of Moorpark to be a Bicycle Friendly City, encouraging, where practical, the development of bicycle infrastructure, the support of bicycle friendly businesses, and the promotion of our region as a world-class destination for bicycle tourism. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
