The grant provided a 3D printer, free of charge, for use at the Library. Policy 6.21 regarding use of the 3D printer by the public at the library was adopted as a part of the update to the City Council policies resolution on July 5, 2017. In consideration of the addition of this new equipment to the library, staff has revised the Library Fine and Fee schedule to add 3D printing rates. It is recommended that a fee of$1/per proposal form be assessed along with a fee of$0.05/gram based on the weight of the printed item to cover the cost of the filament used in the printer. If the item will cost more than five dollars ($5.00) an e-mail would be sent to the patron notifying them of the cost. These fees are intended to cover staff time to review the proposal, send it to the printer, and material and maintenance costs for the printer. FISCAL IMPACT There may be some costs for minor maintenance or repairs that may occur to the printer due to normal wear and tear. Costs are expected to be minimal because the 3D printer has far fewer moving parts then the traditional paper printers and beyond adding the filament, or clearing a filament jam, the maintenance required on the machine will be low. Also, unlike the public photocopiers, the 3D printer is only handled by library staff, not the general public, so the likelihood of maintenance issues associated with mis-use of the printer is low. The $0.05/gram cost based on the weight of the printed item that is being assessed is intended to pay for the costs of the filament material and will also generate additional revenues for maintenance costs of the printer. Once the 3D printer is deployed for general public use and we get an idea of how popular the machine is, we will re-evaluate these costs to make sure that all costs for operation of the printer are covered by the fees. 679 Honorable City Council December 6, 2017 Page 2 STAFF RECOMMENDATION (ROLL CALL VOTE) Adopt Resolution No. 2017- updating library fines and fees to include costs for 3D Printing and rescinding Resolution No. 2014-3298. Attachment: Resolution No. 2017- 680 RESOLUTION NO. 2017- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ADOPTING REVISED MOORPARK CITY LIBRARY FINE AND FEE SCHEDULE AND RESCINDING RESOLUTION NO. 2014-3298 WHEREAS, it is appropriate for the City to adopt a fine and fee schedule for the Moorpark City Library; and WHEREAS, the City Council has determined that Resolution No. 2014-3298 should be rescinded and a revised Moorpark City Library Fine and Fee Resolution should be adopted to incorporate amendments as described in the agenda report for the December 6, 2017, regular City Council meeting. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The Moorpark City Library Fine and Fee Schedule shall be reviewed annually by the Parks and Recreation Director to ensure that such fees and charges are current and are related to actual cost. SECTION 2. The City Council hereby approves the Moorpark City Library Fine and Fee Schedule attached as Exhibit A with an effective date of December 6, 2017. SECTION 3. Resolution No. 2014-3298 is rescinded upon the effective date of December 6, 2017. SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
