F „ _astoteve AGENDA REPORT _ , CITY OF MOORPARK TO: Honorable City Council FROM: Jill Rubin Myers, Solid Waste Coordinator , DATE: April 11, 1994 (CC Meeting of April 20, 1994) SUBJECT: Consider Approval of the Agreement Between the City of Moorpark and Easy Oil for the Lease of Equipment for the Collection of Used Oil and Authorize the City Manager to Sign the Agreement on Behalf of the City. BACKGROUND As you are aware, Moorpark was awarded grant funding, in the amount of $8,462.22 , from the California Integrated Waste Management Board (Board) . To be eligible for grant funds, one used oil collection center for every 100,000 residents must be certified or plan to be certified by January 1, 1994. Easy Oil, located in the Park Lane Car Wash Plaza, recently received certification. On October 20, 1993 , the City Council approved Resolution 93-980 authorizing the submittal of the grant application and purchasing of equipment as itemized in the grant application. The Resolution also granted the City Manager the authority to execute any agreements, contracts, and requests for payment. At the last City Council meeting (April 6, 1994) , Council approved the expenditure of grant funds to purchase equipment, develop promotional materials and cover staff costs. Staff developed an equipment lease agreement with Easy Oil. The agreement (attached) specifies use, maintenance, and retrieval of equipment purchased with the grant funds for use by Easy Oil as the Certified Collection Center. The Agreement has been reviewed by the City Attorney, City Manager, and Timothy Russell , owner of Easy Oil . RECOMMENDATION Staff recommends that the City Council approve the agreement between the City of Moorpark and Easy Oil for the lease of equipment for the collection of used oil, pending final language approval by the City Manager and City Attorney, and authorize the City Manager to sign the Agreement on behalf of the City.
