SUBJECT: Consider Selection of a Consultant to Prepare a
Traffic Speed Study
OVERVIEW
This presents a summary of the bids received for the subject
project and requests authorization to retain the services of a
consultant to prepare a Traffic Speed Study.
BACKGROUND
1. Section 40802 of the California Vehicle Code requires, as a
prerequisite to the enforcement of any speed law with radar,
the preparation, within the past five years, of a traffic
speed survey. On July, 1990, City Council adopted Resolution
No. 90-701 approving a Traffic Speed Study and enacting
certain specified speed limits for certain designated streets
throughout the City. That report, and any supplements
thereto, enabled the City to use electronic radar devices in
the enforcement of speed laws. Although the validity of the
1990 report will not expire until October 1995, the condition
on many of these street segments have changed affecting
traffic patterns.
2. On February 16, 1994, City Council approved and authorized
the distribution of a Request for Proposal (RFP) to qualified
Traffic Engineering firms. The proposal stipulates that the
Speed Study will be performed in accordance with the
standards and requirements of the California Vehicle Code and
the California Department of Transportation Traffic Manual.

A. Fiscal Impact
Said project will be funded by account number 03 .142. 641
(professional services) . The 1993/94 budget provides funds
in the amount of $46 , 200. 00 for professional services.

B. Bid Summary
On March 25, 1994, bids were received, opened and tabulated.
A summary comparison of the bids received is attached as
Exhibit 'A' .
C. Qualifications
The apparent lowest responsible bidder is Traffic Counts Inc.
of Costa Mesa, California. The consultant possesses the
proper engineering licenses and is experienced in performing
traffic speed surveys and preparing speed studies in a manner
consistent with the requirements of the standards mentioned
in the RFP. Inquires made to previous employers have been
favorable. This bidder has confirmed that prices bid are
accurate and has stated interest in proceeding with the
project.
D. Fee
The fee amount quoted for said engineering services is
$7,750.00. The proposal also includes unit costs for certain
additional services to allow for a certain degree of
flexibility in contract administration.
RECOMMENDATION (ROLL CALL VOTE)
Staff recommends that the City Council take the following
actions:
1. Approve the selection of Traffic Counts Inc. to perform a
Traffic Speed Study for a fee amount of $7,750.00.
2. Approve a ten percent (10%) contingency and authorize the
City Manager to approve additional work, if required, not to
exceed said contingency.
3 . Authorize the Mayor to sign necessary contract documents.
