Aguilera, Director of Community DevelopmenO" _ -- Kathleen Mallory, Associate Planner DATE: April 14, 1994 (CC meeting of April 20, 1994) SUBJECT: CONSIDER STAFF'S REQUEST TO SCHEDULE A JOINT CITY COUNCIL /PLANNING COMMISSION WORKSHOP FOR SPECIFIC PLAN NUMBER 1 (THE LEVY COMPANY) BACKGROUND On October 20, 1993, the Levy Company filed an entitlement application for a General Plan Amendment and Zone Change for land designated as Specific Plan Number 1. Since this date, consultants hired by the Levy Company have been proceeding with the development of Specific Plan Number 1. -The subject site is 285 acres in size and bounded by Gabbert Road to the east, wes, of Casey Road, north of the Poindexter Avenue, and south of the City limits. Since October 1993, the applicant has conducted three neighborhood meetings with the Darlene Lane and Elwin Street residents, and one neighborhood meeting with the Shasta /Sierra and McFadden /Cornett Avenue neighborhoods. The intent of the neighborhood meetings has been to receive public input regarding the preferred land use and circulation plans, prior to initiating the plan The land planning consultant hired by the Levy Company (Development PlannincJ Services - DPS) has hired both the environmental consultant (Impact Sciences) to develop the EIR and the engineering consultant (Robert Bein and Frost - RBF' for he nrojc,ct. DISCUSSION On April 4, 1994, the Community Development Committee (Mayor Lawrason and Councilmember Perez) were scheduled to review and comment on the attached land use plan. Councilmember Perez was unable to attend the meeting. Although it was not an official Committee meeting, Mayor Lawrason and staff discussed the matter with DPS representatives and Marshall Milligan. It was rioted that the proposed alignment of Casey Road is not consistent with the General Plan Circulation Element (see the attached Land Use and Circulation Plan proposal and Figure 2 from 1he Circulation Element). By receiving comments from the Council and the Commission, the applicant would then be able to move forward with finalization of the project description, preparation of the environmental document, and the preparation of the specific plan document. RECOMMENDATION Direct staff to schedule a joint City Council /Planning Commission public workshop for the Specific Plan Number 1 project for May 25, 1 994.
