SUBJECT: Consider a Cooperative Agreement Between the City of
Moorpark and the Ventura County Transportation
Commission for the Countywide Bus Pass Program
Background
The Ventura County Transportation Commission (VCTC) approved the
Countywide Bus Pass Program at it March 4 meeting. In addition,
the Commission requested that each transit operator in Ventura
County consider participating in the program and sign the attached
cooperative agreement to for administration of the program.
The objective of the Countywide Bus Pass Program is to increase
convenience for transit passengers, encourage greater ridership,
encourage fare coordination, and help employers meet Rule 210
requirements. Monthly passes will allow the rider unlimited trips
over a calendar month on any or all Ventura County transit systems
(if the operator has chosen to participate in the program).
Upgrade stickers would need to be purchased to ride on a transit
system that costs more than the pass covers. The countywide bus
pass fare is based on a one -way base fare of $1.00. The prices for
the monthly passes are as follows:
Base Adult Fare $34.00
Base Student Fare $26.00
Base Senior /Disabled Fare $15.00
Upgrade Sticker $16.00
It is anticipated that the revenue generated from the sale of the
monthly passes will be between $33 000 and $67,000.

Cities can continue to sell their own monthly passes if they wish.
The City of Moorpark's monthly pass costs $27.00, which is less
than the countywide pass. For this reason, staff proposes that the
City continue selling its own pass, in addition to the countywide
pass, until such a time that the City's base fare equals that of
the countywide base fare ($1.00).
The Cooperative Agreement identifies VCTC as the program
administrator. As such, VCTC would be reimbursed for
administrative costs. Such costs would be deducted from the total
revenue collected. The remaining revenue would be distributed to
the participating operators based on each operator's proportionate
share of the countywide pass ridership.
The dollar amount needed to cover administrative costs is not
identified in the Agreement. Staff recommends that the Council
request that VCTC cap administrative expenses at $1,000 countywide.
Simi Valley recently reached agreement with VCTC on such a cap.
Either the City or VCTC can terminate the Agreement at any time and
for any reason with 30 days written notice.
The Transportation and Streets Committee considered this item at
its April 22 meeting and recommended that the Council approve the
Agreement.
Recommendation:
Staff and the Transportation and Streets Committee (Councilmembers
Hunter and Wozniak) recommend that Council:
1. Approve the Cooperative Agreement between the City of
Moorpark and the Ventura County Transportation Commission
for participation in the Countywide Bus Pass Program with
the stipulation that language be inserted that caps the
administrative costs at not to exceed $1,000, and
2. Direct the City Manager to sign the Agreement subject to
final language approval by the City Manager and City
Attorney.
INTERAGENCY COUNTYWIDE BUS PASS AGREEMENT
This Agreement dated as of May 5, 1994, is between the City of
Moorpark, hereinafter referred to as "CITY OF MOORPARK ", and the
Ventura County Transportation Commission, hereinafter referred to
as "VCTC" for the purpose of the Countywide Bus Pass Program.
WHEREAS:
A. The City of Moorpark provides pubic transportation
services operating to, within, or through Ventura County.
B. The City of Moorpark is only one of several fixed route
bus and demand responsive operators providing transit
services to, within, or through Ventura County.
C. In the absence of an Interagency Countywide Bus Pass
Agreement, passengers using the transit services of two
or more bus or demand responsive transit operators whose
systems operate to, within, or through Ventura County and
desiring to use prepaid fares must purchase separate fare
media for each transit operator's system traveled on.
D. The City of Moorpark and VCTC desire to enter into this
Agreement to facilitate fare prepayment and transfers
between the bus and demand responsive transit operators'
systems and thereby provide greater convenience and
mobility for public transportation users in Ventura
County.
E. The City of Moorpark and VCTC desire to provide a fully
coordinated pubic service for the benefit of the public,
in compliance with Publi.- Utilities Code Section 130262.
F. VCTC will develop and sell a countywide bus pass good for
travel on all public bus and demand responsive transit
systems operating in Ventura County and will share these
revenues among transit systems honoring the pass and
carrying riders paying their respective transit fare with
the pass.
NOW, THEREFORE, in consideration of their mutual obligations
set forth herein, the Parties agree as follows:
1. VCTC will design and produce a countywide bus pass with
the review and approva. of the Ventura County Transit
Committee (TRANSCOM).
2. The Countywide pass shall entitle the user to travel an
unlimited number of times during the month indicated on
the pass on any participating public transit operator
providing services to, within, or through Ventura County.
3. The Countywide pass shall be c- omprised of an adult base
pass, a discounted senior and disabled pass, a discounted
student pass, and an upgraded sticker for higher value
services.
4. VCTC will set the prices of the countywide public transit
pass with input from and approval of the TRANSCOM.
5. Future price changes will be reviewed and approved by the
TRANSCOM and VCTC.
6. VCTC will sell countywide transit passes to the public
and organizations for use by riders on fixed bus and
demand responsive transit systems operating to, within,
or through Ventura Count.
7. The City of Moorpark wily sell countywide bus passes on
a consignment basis for WCTC at its City Hall.
8. The City of Moorpark will maintain appropriate accounting
records as prescribed by VCTC to ensure an accurate and
full accounting of all passes received on consignment and
the disbursement of said passes.
9. The City of Moorpark wily transfer all revenue receipts
from sale or use of the countywide transit passes to
VCTC. Revenues are to be transferred to VCTC on a
monthly basis, no later than the 15th calendar day of
each month for the prior month's ridership.
10. The City of Moorpark will count passenger boardings
paying the fare with a valid countywide pass based on
either 100 percent rider counts by drivers or on a
sampling basis reviewed and approved by TRANSCOM and
VCTC.
11. The City of Moorpark will report the number of passenger
boardings paying the fare with a valid countywide pass to
VCTC in the manner prescribed by VCTC no later than the
15th calendar day of each month for the prior month's
ridership.
12. VCTC will be reimbursed countywide pass program
administrative costs not to exceed $1,000, for the total
program, out of revenues collected from bus pass sales
and shall disclose said costs to TRANSCOM.
13. VCTC will return net revenues from countywide bus pass
sales, after disbursements for reasonable administrative
costs, to participating transit operators which carried
passengers paying the transit fare with a valid
countywide pass.
14. VCTC will pay the City Of Moorpark net base adult, senior
and disabled, and youth 7ountywide pass sales revenues in
proportion to the City of Moorpark's share of total base
countywide pass passengers carried on all participating
bus transit operators. Upgrade sticker revenues will be
distributed on a like basis, but only among those transit
operators requiring an upgradE!d fare and carrying riders
using an upgrade sticker
15. VCTC will make said payments to the City of Moorpark no
later than thirty (30) days after countywide pass
ridership is reported
16. VCTC will report all operator shares and total revenues
collected and distributed to TRANSCOM on a monthly basis.
17. VCTC, TRANSCOM, and the City of Moorpark will evaluate
the results of the countywide bus pass program after one
full year of implementation.
18. To facilitate effective operations and communications,
the results of the countywide bus pass program will be
reviewed quarterly by VCTC, TRANSCOM, and the City of
Moorpark during the first year of this Agreement.

information to the public regarding the countywide bus
pass program and the services offered by other
participating bus operat >rs
20. Each party shall notify the other in advance of
implementing plans for changes in its operations and /or
services which may affect any other participating party's
operations and /or services.
21. Each party shall notify the other within thirty (30) days
of adopting any fare changes that might affect the
countywide bus pass program or some aspect of pass travel
privileges.
22. The City of Moorpark agrees to indemnify and hold VCTC
harmless from and against all losses, damages, actions
and expenses (including attorney's fees) on account of
bodily injury to or death of any persons or damage to or
loss of use of property incident to or arising from
operations of the City )f Moorpark under the terms of
this Agreement.
23. VCTC agrees to indemnify and hold the City of Moorpark
harmless from and against all losses, damages, actions,
and expenses (including attorney's fees) on account of
bodily injury to or death of any person or damage to or
loss of use of property incident to or arising from
operations of VCTC under the terms of this Agreement.
24. Both the City of Moorpark and the VCTC reserve the right
to cancel this Agreement upon thirty (30) days prior
written notice.
25. All notices shall be delivered or mailed to the
applicable party to the following addresses, until such
time as a written notice of an address change is made to
the other party:

26. This Agreement constitutes the entire agreement between
the City of Moorpark and VCTC with respect to the subject
matter of the Agreement and this Agreement, without
limitation, may only be amended by mutual written consent
of the Agreement parties.
IN WITNESS THEREOF, parties have caused this agreement to be
