Amendment to
the Commercial
Non-exclusive
Franchise
Agreement for
the Purpose of a
Six (6) Month
Agreement
Extension
As you are aware, Moorpark currently franchises for commercial and
residential solid waste collection services. G.I. Rubbish and
Anderson Rubbish provide exclusive residential service. Non-
exclusive commercial service is also provided by the above haulers
and two other haulers, E.J. Harrison and Sons and Rubbish Control.
The Commercial agreement expires June 30, 1994, and the Residential
agreement expires June 30, 1995.
In September 1993, two of our haulers, G.I. Rubbish and Anderson
Rubbish, initiated discussions about solid waste programs and other
items for consideration in future agreements. At the October 6th
City Council meeting, Council directed the Public Works, Facilities
and Solid Waste Committee (Councilmembers Montgomery and Wozniak)
and Staff to meet with the haulers for the purpose of discussing
potential Solid Waste agreement changes.
Staff has net with the two residential haulers and is currently
investigating agreement options. One option proposed by the
haulers is to have an all inclusive agreement for commercial and
residential service. Since the Commercial franchise agreement is
due to expire soon and because staff is currently examining
agreement options, the public Works, Facilities and Solid Waste
Committee and staff believe a six (6) month extension to the
Commercial franchise agreement will provide enough time to examine
agreement options and report back to Council.
Attached you will find the proposed amendment. All four of the
franchised commercial haulers have been notified of the proposed
extension and agree with the six (6) month extension.

The Public Works, Facilities, and Solid Waste committee
(Councilmembers Montgomery and Councilmember Wozniak) and Staff
recommend that the City Council approve the proposed amendment to
the Commercial Non-exclusive Franchise Agreement for the purpose of
a six (6) month agreement extension.
