Meeting (3-1 -94) SUBJECT: Consider Designating Certain Streets as Through Street and Directing the Placement of STOP Signs at the Entrances Thereto [Penn Street and Marquette Street] BACKGROUND On May 18, 1994, the City Council adopted Resolution No. 94 -1034 making the California Vehicle Code (CVC) applicable to the private streets and privately owned parking facilities in the Varsity Park South Homeowners Assoc -i.ation. DISCUSSION One of the provisions of the Vehicle Code which should be enforced in this area is the laws requiring vehicles to stop at posted STOP signs. Two such signs have been post by the HOA at each end of Varsity Street. It would be appropriate for the City to adopt a resolution designating these intersections as STOP intersections. Section 21354 of the California Vehicle Code allows the local agency to designate through streets and to direct the placement of STOP signs for traffic entering through streets. It is recommended that Penn Street and Marquette Street be designated through streets and that STOP signs be posted at all of the entrances to these streets. For clarity, the existing STOP sign at Stanford Street and Penn Street has been included in the attached resolution. As in the past, the STOP signs on Varsity Street will be maintained by the HOA and the STOP sign of Stanford :Street will be maintained by the City. RECOMMENDED ACTION Staff recommends that the City Council adopt the attached resolution designating certain streets as a through street and directing the placement of STOP sirens at the entrances thereto. stop_var RESOLUTION NO. 94 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DESIGNATING CERTAIN STREETS TO BE THROUGH STREET AND DIRECTING THE PLACEMENT OF STOP SIGNS AT CERTAIN ENTRANCES THERETO [Penn Street and Marquette Street] WHEREAS, at the request of the Varsity Park South Homeowners Association (hereinafter "HOA " ) , the City Council adopted Resolution No. 94 -1034, making the California Vehicle Code (hereinafter "CVC ") applicable to the private streets within the HOA; and, WHEREAS, the HOA has requested that. the STOP signs installed at each end of Varsity Street be included in those provisions of the CVC to be enforced; and, WHEREAS, in order to enforce said provisions of the CVC it is necessary that these STOP intersert:ion be so designated by a City Council resolution; and, WHEREAS, Section 21351 of the CVC authorizes the City to place and maintain, or cause to be placed and maintained, such appropriate signs, signals or other traffic control devices as may be necessary to properly indicate and carry out the provisions of the CVC or local traffic ordinances a- to warn or guide traffic; and, WHEREAS, Section 21354 of designate any City street as a s the placement of STOP sign- s� Tk, WHEREAS, the City B better provide for the and appropriate to designa direct the placement of STS �thorizes the City to o. thereby allowing for to said street; and, .:hat, in order to zty, it is necessary as through streets and .fain entrances thereto. That the City Manager is hereby directed to provide for the installation and maintenance of appropriate signs and markings to effectuate the STOP designations identified as No. 3 in Section 2 above.
