RE: Consider Authorization for Negotiation with the County
of Ventura for the Redesign of the Moorpark Branch
Library.
Background
The Moorpark Branch Library proposed expansion will add on to the
building on the north side, and relocate the parking area and
entrance to the west side of the building. This will take away from
the Civic Center's needed space for storage and future expansion.
The current library expansion project remains underfunded with
$260,000 designated from the county, $65,000 allocated from the City
and approximately $35,000 raised ir` donations.
The City has purchased the property at 661 Moorpark Avenue, and is
entering into escrow to purchase the property at 675 Moorpark Avenue.
Staff suggests inclusion of these properties in a redesign of the
Moorpark Library expansion. The redesign effort would have the
objectives of preserving the southwest corner of the Civic Center
property for future expansion and improving the public access to both
the library and the Civic Center property.
This option was not previously available to the county or the City
because the property to the south was privately owned. Now that the
property is being acquired by the City, it is suggested that we take
a second look at the design of the -1 ibrary to optimize the use of the
property.
Recommendation: (Roll Call Vote Required)
Staff recommends that the City Council authorize the City Manager to
review with the County of Ventura the redesign of the Moorpark Branch
Library expansion consistent with this report.
