HomeMy WebLinkAboutRES CC 2017 3653 2017 1206 RESOLUTION NO. 2017-3653 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DECLARING MOORPARK TO BE A BICYCLE FRIENDLY CITY WHEREAS, bicycle riding provides healthy exercise and enjoyment while taking vehicle trips off our roads and decreasing congestion, pollution, and greenhouse gas emissions; and WHEREAS, bicycle tourism is growing in popularity in the coastal counties of California with their mild climate, exceptional scenery, and numerous points of interest, attracting bicyclists from around the world; and WHEREAS, local bicyclists and bicycle tourists, on both day rides and extended tours, help support the local economy by patronizing local businesses on their bicycle rides; and WHEREAS, on May 13, 1992, the City Council adopted Resolution No. 92-856, adopting a Circulation Element of the Moorpark General Plan, which includes policies and objectives that support the creation and enhancement of bicycle infrastructure throughout the city, including bicycle paths, bicycle lanes, and bicycle routes; and WHEREAS, on November 19, 2008, the City Council adopted Resolution No. 2008-2772, adopting the 2008 Moorpark Bicycle Transportation Plan, which serves as a guide to enhance and expand the City's existing network of bicycle facilities, connect gaps, address constrained areas, provided for greater local and regional connectivity, and encourage more residents to bicycle; and WHEREAS, on October 3, 2012, the City Council adopted Resolution No. 2012- 3132, declaring Moorpark to be a Healthy Eating Active Living (HEAL) City to plan and construct a built environment that encourages walking and bicycling; and WHEREAS, Moorpark has developed a network of multi-use trails, bike paths, and bike lanes throughout the city that provide scenic rides that can be enjoyed by bike riders of all abilities, with connections to regional bikeways; and WHEREAS, Moorpark has many businesses which provide support to bicyclists traveling through the area, including a bicycle shop, eating establishments, and other businesses that serve both individual bicyclists and bicyclists riding in groups such as the Moorpark Bike Rides group, the Conejo Valley Cyclists, the Channel Islands Bicycle Club, the San Fernando Valley Bicycle Club, and others; and WHEREAS, many organized bicycling events have passed through Moorpark, including professional races, charity rides, and fun rides, attracting hundreds or thousands of participants and/or spectators, including Amgen's Tour of California, Los Resolution No. 2017-3653 Page 2 Angeles Wheelmen's Grand Tour, and other organized rides of various lengths and difficulties; and WHEREAS, cities, counties, tourism councils, businesses, and volunteers in Ventura and Santa Barbara counties have formed the "Cycle California Coast" organization to promote national and international bicycle tourism in Ventura and Santa Barbara Counties; and WHEREAS, Cycle California Coast has a rapidly growing "Bicycle Friendly Business" program and a promotional website cyclecalcoast.com and is actively promoting bike lanes for our region's most iconic recreational rides; and WHEREAS, making the City of Moorpark even more bicycle friendly will pay great dividends for local riders, bicycle tourists, businesses that welcome cyclists, those without cars, and the environment. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1 his Council declares the City of Moorpark to be a Bicycle Friendly City, encouraging, where practical, the development of bicycle infrastructure, the support of bicycle friendly businesses, and the promotion of our region as a world- class destination for bicycle tourism. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
