HomeMy WebLinkAboutAGENDA REPORT 2017 1220 CCSA REG ITEM 10J ITEM 10.J. cm'O MOORPARK,CAUFORNA ty Ctouncil Meeting MOORPARK CITY COUNCIL fg-2947 AGENDA REPORT Acinom:41A 4 TO: The Honorable City Council FROM: Jeremy Laurentowski, Parks and Recreation Dire tor BY: Jessica Sandifer, Community Services Manage4 eir DATE: December 12, 2017 (CC Meeting of 12/20/17) V SUBJECT: Consider Plans and Specifications and Project Approval and Authorization to Advertise for Bids for Landscape Renovation in Landscape Maintenance District 22 (Moorpark Highlands) BACKGROUND On July 1, 2015, the City Council approved a Drought Action Plan (DAP) outlining various actions for the City to take to meet the water conservation standard that had been mandated by the State Water Resources Control Board (SWRCB) in response to Governor Brown's Executive Order B-29-15 calling for statewide mandatory water reductions. The DAP included measures to both conserve water within City operations and to promote water conservation City-wide. Renovation of planters and turf areas in Landscape Maintenance Districts (LMD's) was among the measures included in the DAP. Rapid implementation of DAP conservation measures allowed the City to not only meet, but exceed the 32% reduction goal required by the SWRCB. On April 17, 2017 the SWRCB rescinded mandatory water conservation standards, but left in place prohibitions against wasteful water use practices. These prohibitions are incorporated into the rules and regulations implemented by the Ventura County Waterworks District 1, and include activities such as hosing down a sidewalk instead of using a broom or a brush, and overwatering a landscape to where water is running off onto the sidewalk or into the gutter. As mentioned, action item A.2.b of the DAP called for the renovation of planters and turf areas in LMDs and at City facilities with California native plants or other low water use landscaping. To address this measure, staff developed a phased approach that allowed immediate water savings to be achieved, while allowing time for the design of an appropriate plant palette for the designated renovation areas. In LMD areas, Phase I of this work included killing the turf and allowing the dead turf to remain in place, modifying the irrigation so that only the trees are watered, and placing bark mulch around the trees. Removal of the dead turf and associated subgrade was to be completed with Phase ll of the work. On August 19, 2015, the City Council approved an Amendment to the landscape maintenance Agreement with Oakridge Landscape, Inc. for the Phase 1 105 Honorable City Council December 20, 2017 Page 2 work in LMD 15 along Championship Drive and LMD 22 in the Moorpark Highlands along Spring Road and Ridgecrest Drive at a total cost of$155,386. On June 21, 2017, the City Council approved an Agreement with Architerra Design Group for preparation of landscape plans and specifications for the landscape renovation in LMD 22 for a total cost of $63,520. On October 18, 2017, the City Council approved Amendment #1 to Architerra's Agreement to increase the work scope to include a redesign of the overhead spray irrigation in median islands to an embedded drip irrigation system in order to comply with the Model Water Efficient Landscape Ordinance (MWELO), as well as, a renovation of the plants in the median to a drought tolerant, low-water use plant palette. The amendment added $40,200 to the design costs, bringing the total cost for design of the landscape renovation $103,250. DISCUSSION The landscape renovation project will include the installation of drought tolerant and California native plant material in the parkways and median islands on Spring Road and Ridgecrest Drive. In addition, revisions have been made to the irrigation system to bring the system into compliance with the MWELO, which prohibits such items as overhead spray irrigation within two feet of hardscape, and requires an irrigation system that produces no runoff onto adjacent hardscape areas. The landscape architect has specified a drip irrigation system for the parkways and median islands. The project as designed will finalize Phase 2 of Action item A.2.b of the DAP, while still maintaining a similar look to what is currently displayed throughout the Moorpark Highlands. Staff has also included a separate bid item consisting of selected trees and shrubs to improve several slope and streetscape areas that were not included in the bid documents. The additional plant material will be located in the field by City staff and will not require modifications to the irrigation system. FISCAL IMPACT The estimated cost of the renovation project is approximately $450,000. LMD 22 (Fund 2322) has sufficient funding to complete this project. Staff will return with a budget amendment when the bids are received to allocate the funding for the project. STAFF RECOMMENDATION 1. Approve the revised plans and specifications for the landscape renovation project in Landscape Maintenance District 22; and 2. Authorize staff to advertise for bids for the project.
