July 10, 2001 (CC Meeting of July 18,2001) SUBJECT: Consider Approval of Final. Map for Phase 2 of Tract 4928 located east of Grimes Canyon Road and west of Walnut Canyon Road (Toll Brothers, Inc.) SUMMARY Tract 4928 is located in the northwest corner of the City, east of Grimes Canyon Road and west of Walnut Canyon Road. A location map is attached for reference (See Exhibit `A'). Resolution No. 96 -1197 approving Vesting Tentative Tract Map 4928, Conditional Use Permit CUP 94 -1 and Residential Planned Development 94 -1 was adopted by the City Council on April 17, 1996. The approved tentative map represents a subdivision of 655 acres into 216 single family residential lots, 13 lots for open space and manufactured slopes, 5 lots for golf course and recreational uses, 2 lots for public utility purposes and l lot for a storm water debris basin, 2 Lots for public utility purposes and 1 lot for a future public street purposes. The proposed final map attached to this report, if approved for recordation, will allow development of Phase 2, the westerly neighborhood, only. Subsequent phases of the subdivision will be presented for the City Council's approval as separate agenda items. '00299 Agenda Report Final Map for July 6, 2001 Page 2 Discussion Tract 4928 Phase 2 With the exception of model homes for Phase 1 of this subdivision, there are the project. A grading permit for the project was issued under the authority of an early grading agreement. The developer is presently grading the entire subdivision. Grading within the westerly portion of the project is largely complete. Rough grading on the easterly portion is well underway. Grading of the right -of- way for Championship Drive, which connects Grimes Canyon Road and Walnut Canyon Road, is nearing completion. Street and other infrastructure improvements will be installed consistent with City Council approval. Phase 2 of the subdivision creates 90 single family residential lots, 8 lots for private street uses, 5 lots for open space and manufactured slopes, 1 lot for public use and preservation of native habitat, and 8 lots for private streets and various easements for dedication. The final map for phase 2 also irrevocably offers 1 lot for a future public street which staff recommends the City Council reject. The Phase 2 map also provides for the abandonment of all easements and offers of dedication of right -of -ways previously acquired by the City of Moorpark or Ventura County within Phase 2 of the subdivision. Street names for the development follow a golfing theme. The east - west public street between Grimes Canyon Road and Walnut Canyon Road is proposed to be called Championship Drive. The other streets within the development will have the surname of famous golfers, of both genders. Street names will be assigned from the following list: 1. Hogan 7. Jacobson 2. Nelson 8. Sanders 3. Mann In accordance with City street naming policy the street name suffixes will be Avenue or Road for streets aligned in the north - south direction, Street or Drive for streets aligned in the east - west direction and Circle, Court or Place for cul -de- sacs. All of the listed street names have been reviewed and approved, in writing, by the Ventura County Fire Protection District. A map showing the street names for this phase of the subdivision is attached as Exhibit `B' All streets directly serving residences will be private. The only public street within the project is Championship Drive. The design of all streets is consistent with Ventura County Standards, except for the modifications previously granted by the City Council. The City Engineer, in consultation with the Director of Community Development, has determined that the Final Map for Phase 2 of Tract 4928 is in substantial conformance with the approved tentative map and approved minor modifications made thereto. The conditions of approval for this map have been satisfied and /or_ secured. Bonds to secure the completion of project grading and construction of infrastructure improvements required by the conditions of approval of this phase of the subdivision have been provided by the subdivider in the following amounts: Improvement Bond .................... $2,227,407 Monument Bond. $40,700 Grading Bond (covers all Phases) ........... $7,466,756 Landscaping Bond ........................... $1,703,930 Water and Sanitary Sewer System Bond......... $759,020 STAFF RECOMMNDATION 1. Authorize the Mayor and City Clerk to sign the Final Map; and 3. Direct the City Clerk to record the Final Map for Phase 2 of Tract 4928.
