Program.
BACKGROIIND
The City of Moorpark entered into an agreement with El Concilio
del Condado de Ventura and Moorpark Unified School District to
fund a two year tutorial and cultural enrichment program in
Moorpark for youth in the 4th through 12th grades.
The program officially began accepting students on October 19,
1993, after a month of preparation and hiring staff persons to
facilitate the program.
Attached is the six month progress report prepared by the on -site
Resource Assistant, Hector Guzman, for your review.
Since January, the city, school district, and law enforcement have
had monthly meetings with Project Pride staff to review the
current status of the program and provide input and
recommendations to the staff to improve the existing program.
These monthly meetings have been most beneficial to the program
facilitators and also have provided the city and school district
the means to review and evaluate the program on a continuous
basis.

MOORPARK PROJECT PRIDE
SIX MONTH REPORT
This Moorpark Project Pride Quarterly Report submitted reflects the period from the start of
the program October 19, 1992 to April 1, 1993. The following will be a breakdown of
information which will include days, hours, number of participants, meetings,
presentations, and other services El Concilio has been involved in during this time.
MOORPARK PROJECT PRIDE (MPP) is a school - linked family support service program
which provides after - school tutoring, cultural enrichment, and family support targeting 6th
through 12th grade students and their families. The program also offers student and
parenting skills training needed to succeed in today's family, society and educational
system.
A . Referrals, Enrollees and Participants
There have been approximately 80 referrals made to MMP by different agencies.
Thirty seven of these referrals are currently enrolled in the program. Many of
these referrals do visit on a drop -in basis. Reasons for drop -ins are:
1. Cultural enrichment days.
2. Informational visits on MPP.
3. Community work.
4. Counseling (individual and group).
5. Social interaction.
6. CSON/Leadership Conference enrollment.
7. Summer Youth Employment Training Program enrollment.
Due to confidentiality, a list of the high risk students who have been referred and
those enrolled are made available to the School District Representative, Mr.
DePasquale, and to the City Representative, Christine Adams, and are not included
in this report. Daily attendance and services rendered for each participant are
maintained to monitor participation. Each enrolled student has a file kept at the
MPP office.
Below are listed agencies and organizations involved in referrals. Some referrals
overlap as two or more organizations may refer the same student.

These speakers and topics are used interchangeable to educate and promote growth
for the youth in Moorpark.
D. Promotional Contacts
Community outreach is necessary to promote services provided by MPP. The
following are agencies and organizations contacted, which do not directly refer
students, but aid MPP in the process.

4. Catholic Charities - Moorpark
5. MECHA (MHS)
6. Moorpark Community College
7. United Way
8. Victory Outreach
Activity sheets are kept on presentations and meetings to keep a running record on
contacts.
E. Other Services
Parenting classes have been offered to the Moorpark community. MPP would like
to establish these meetings at its site. However, presently parents have attended
meetings at Chaparral on January 27 and at Flory School on February 11,
February 25, and March 25, 1993.
Students have also been referred to MPP for individual counseling and group
counseling. The need for drug and alcohol support groups is apparent.
Networking with Al -Teen in Ventura County Alcohol and Drug Program is being
looked into to meet this need.

I think our meeting with Bernardo Perez and City staff was a productive one. I believe we
clarified some things that needed to be better understood. It was apparent that we need to do
a better job in making sure that our law enforcement officers feel that they are an integral part
of the success of the program. It is my hope also that we will now activate the program with
the additional support of volunteers in the next few weeks.
I am looking forward to our March 25 meeting. At that time, I would recommend that you
share the formal six -month evaluation. This would also be a good time to review the terms
of the contract, as we near the end of our first year. If you would like some assistance in
developing the evaluation instrument, please give me a call.
Let me remind you that I would also like to volunteer some of my time in working with
students in this program. Let me know when that can be arranged.

Thanks to you and Marcos for your status report to our School Board on January 26. You both did an excellent
job presenting and answering questions. I also want to thank you for meeting with Wait Dilg and considering
"YNPM" as part of your program, and for offering to work together with him and our local ministers. I look
forward to working with your new counselor, Hector Guzman, and appreciate his willingness to have the
monthly meetings with City and District staff so that we may improve the communication process.
Let me know when you have the draft of the evaluation document and procedures, so that I may review it.
The contract stipulates that we have this in place sometime in March. I would also appreciate if you would
submit the quarterly report tome at our February 4 meeting with Hector and City staff. If I can be of assistance
in either of these matters, please contact me.
I believe the program has entered a new phase and things should progress rapidly from here. I want to again
emphasize the importance of this program's success to the people of Moorpark. As always, I am willing to
do my part to ensure that we accomplish our objectives in a cooperative effort. See you on February 4.
