SUBJECT: Consider Resolution Establishing Parking Restrictions on Second
Street and Finding this Action to be Exempt from Environmental
Review Under the California Environmental Quality Act
BACKGROUND/ DISCUSSION
There are 2 Moorpark City Transit bus stops located on Second Street: •
1. Northwest corner of Second Street and Millard Street
2. Southeast corner of Second Street and Bard Street
Parking is currently allowed at all times at those two locations. Staff is requesting that
City Council approve parking restrictions on Second Street to ensure that the City
buses have enough space to pull in and out of the bus stops without interference from
vehicles. The proposed parking restriction at this time is 6:00 a.m. to 6:00 p.m.,
Monday through Friday. The proposed length of the no parking zone is 65 feet from the
beginning of the respective intersection. The hours correspond with the City's bus
schedule and will enable the residents to still use the spots for parking outside of the
restricted dates and times.
ENVIRONMENTAL DETERMINATION
The Community Development Director has reviewed this project and found it to qualify
for a General Rule Exemption in accordance with Section 15061(b)(3) of California
Code of Regulations (CEQA Guidelines), in that there is no possibility that the activity in
question may have a significant effect on the environment as a result of this resolution.
No further environmental documentation is required.

FISCAL IMPACT
Staff anticipates that signage will cost less than $500. The City's Transit Tools expense
line, 2414.430.00000.52050 will cover the expense.

RESOLUTION NO. 2018-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING PARKING
RESTRICTIONS ON SECOND STREET AT BARD STREET
AND MILLARD STREET AND DETERMINATION THAT THIS
ACTION IS EXEMPT FROM ENVIRONMENTAL REVIEW
UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT
WHEREAS, Section 22507 of the California Vehicle Code authorizes the City to
establish parking restrictions on any City street; and
WHEREAS, Section 10.04.190.N of the Moorpark Municipal Code states that no
person shall park, stop or leave standing any vehicle, trailer or camper, whether attended
or unattended, except when necessary to avoid conflict with other traffic or in compliance
with the directions of a peace officer or official traffic-control device alongside curb space
authorized for the loading and unloading of passengers of a bus engaged as a common
carrier in local transportation when indicated by sign or red paint on the curb erected or
painted by the City pursuant to a resolution of the City Council; and
WHEREAS, it is has been determined that distance is required for City buses to
board and disembark passengers on Second Street.from 6:00 a.m. to 6:00 p.m. Monday
through Friday for a distance of sixty-five (65) feet at the northwest corner of Second
Street and Millard Street, and the southeast corner of Second Street and Bard Street; and
WHEREAS, the Community Development Director has determined that this project
would qualify for a General Rule Exemption in accordance with Section 15061(b)(3) of
California Code of Regulations (CEQA Guidelines), in that there would not be a physical
change to any existing land uses in Moorpark as a result of this resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. ENVIRONMENTAL DETERMINATION: The City Council concurs with the
determination of the Community Development Director that this project would qualify for a
General Rule Exemption in accordance with Section 15061(b)(3) of California Code of
Regulations (CEQA Guidelines), in that there is no possibility that the activity in question
may have a significant effect on the environment as a result of this resolution. Based on its
independent analysis and judgment of the City Council, it can be seen with certainty that
there is no possibility that establishing parking restrictions on Second Street may have a
significant impact on the physical environment. No further environmental documentation is
required.

SECTION 2. "No Parking between the Hours of 6:00 a.m. to 6:00 p.m. Monday through
Friday" zones are hereby established at the following locations (which are described in
Exhibit"A" attached hereto and made part hereof):

Second North From Millard Street westerly to a point 65 feet to the west of
Street Millard Street
Second South From Bard Street easterly to 65 feet east of Bard Street
Street
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause
a certified resolution to be filed in the book of original resolutions.
