SUB CT: CONSIDER IMPLEMENTATION OF A CONTRACT WITH A CONSULTING
FIRM TO USE, MAINTAIN, AND UPDATE THE MOORPARK TRAFFIC
MODEL
A Coi tmunity Development Department objective for the 1993 -94 fiscal
year is the implementation and monitoring of a contract with a
cons lting firm to utilize the traffic model for specific projects.
Sinca Austin -Foust Associates, Inc., (AFA) is the consulting firm
that developed the Moorpark Traffic Model in conjunction with the
rece t update to the General Plan Circulation and Land Use
Elem nts, staff has obtained a proposal from AFA to provide traffic
mode ing support for the City. A draft contract and AFA's proposal
Lett r are attached.
The ttached letter from AFA identifies that traffic model runs
woul be carried out by AFA on a time and materials basis for the
foll wing "not -to- exceed" fee per run:
$500.00 per run for circulation analysis
$750.00 per run for land use or land use /circulation analysis
A ci culation analysis typically only involves processing the
model 's traffic assignment component. A land use analysis involves
proc ssing the trip generation, trip distribution, and traffic
assi nment components of the model. The cost for processing
mult, le runs for a project may be less per run since preparation
task do not necessarily need to be repeated once a first run has
been ompleted.
To f cilitate effective use of the City's traffic model, staff
inten s to work with the City Engineer to develop revised traffic
study guidelines and procedures that address use of the traffic
model. For example, the City of Oxnard utilizes its traffic model

to ake a preliminary determination if a significant impact to an
int rsection level of service (LOS) will occur. If the preliminary
mod 1 run indicates a significant LOS impact resulting from a
pro osed project, the applicant is required to submit a traffic
Stu which includes updated traffic count data at specified
int sections. The updated traffic count data is then incorporated
int the traffic model and another model run is completed.
The City Engineer /Traffic Engineer will still have the same
res nsibilities for reviewing traffic studies and preparation of
conditions of approval for projects. The traffic model data
obtained from AFA will be incorporated into traffic studies and /or
used by the City Engineer /Traffic Engineer to determine appropriate
conditions of approval and mitigation measures for projects.
The eneral procedure for use and maintenance of the City Traffic
Mode is outlined in Exhibit "B" of the attached contract. Exhibit
"C" dentifies information and services to be provided by the City
to A in regard to updated traffic count and land use data.
RECO NDATION
Appr ve a contract agreement with AFA for traffic engineering and
tran portation planning services related to the use, maintenance,
and ipdating of the Moorpark Traffic Model, subject to final
langi age approval by the City Manager and City Attorney, and
auth rize the City Manager to sign the agreement.
