Lindley, Assistant to the City Manager DATE: September 16, 1993 (CC Meeting of September 22) SUBJECT: Consider 1993/94 Budget Amendment and Allocation of Funds for the Construction of a Wall and Chain Link Fence at Bard Street and the South Metrolink Parking Lot. Background On March 3 , 1993 , Council approved the construction of an eight foot precision block wall at Bard Street and the south parking lot at the Metrolink Station to deter vandalism and enhance safety. In addition, Council allocated $3 ,840 from the General Fund to cover the project's costs. At that time, the proposal approved by Council was to initiate the construction of the wall as a change order to the Sherman Wall project. The $3,840 cost estimate was based on the Sherman Wall contract costs in DWM Construction's proposal. The actual cost of the change order later submitted by DWM ($22,018) far exceeded original estimate. As a result, staff solicited additional bids. The bids received are as a follows: 1) Hi Tech Pro Construction $ 9,100 2) CNM Paving $10,597. 20 3) Greg Quigley Concrete $16,176 Staff recommends that Council authorize the City Manager to execute a contract for the construction of the Bard Street Wall Project with the low bidder, Hi Tech Pro Construction. The General Funds allocated by Council in FY 1992/93 were not carried over into the FY 1993/94 Budget. Staff is requesting a new allocation of funds to complete the project previously approved by Construction of Wall September 17, 1993 Page 2 Council. In addition to the construction of the 8 foot block wall, the project includes a six foot chain link fence to be installed along the north side property line of the adjacent residence to prevent individuals from crossing through private property to the parking lot, issuance of a building and safety permit, and a 10% contingency. The total cost of the project is $10,130. Rather than using General Funds as approved earlier, staff recommends that Council allocate $10,130 from the City's Transportation Development Act funds to the City's transportation budget to fund the construction of the Bard Street Wall Project. The Transportation and Streets Committee considered this item on September 14 and is recommending approval. Recommendation (roll call vote) The Transportation and Streets Committee and staff recommend that Council: 1) Approve a 1993/94 Budget Amendment, and allocate $10,130 from the City's TDA Fund to the City's Transportation Budget (12-4-151-903) , and 2) Approve the construction costs of the block wall and installation of the fence at a cost not to exceed $10,130, and 3 ) Authorized the City Manager to execute necessary contract documents.
